Free Press Staff Photo R egion funds recycling effort By SUSAN LESJAK Free Press Staff In keeping with the spirit of Recycling Week celebrated across On- tario earlier this month, :Durham Regional coun- cil has endorsed the area's recycling efforts in the form of bard cash. At its last meeting, council voted to fund 40 percent of any operating deficit incurred by the Durhamn Recydling Cen- tre for operations in the city of Oshawa. The extra funding is needed ta pick up what jthe region hopes is a temporary slack in provincial fundlng. The province has been sub- sidizlng 100 percent of the operating lasses cf the four participating munlcipalities as part cf its three-year start-up grant program. While Bowmanville, Ajax and Pickering stiil receive provincial subsidies, Oshawa's three year grant expired October 1. The new Liberal Igoverniment is exploring the possibilty of exten- ding the grants period from three ta six years, but in the interim, Oshawa needs help ta keep its curbside collec- tion programn going. The funding approved by regional council is a temporary nieasure whch wlll see the program through the next six months. While Whitby mayor Bob Attersley balked at the expense, other cauncillors rallied ta the support of the regian's program. "If we create a situation in which we are not supportlng it, we will be jeopardizlng aur chance cf receiving provincial funding in the future, " said Pickering councillor Norah Stoner. The coat cf sub- sidlzing Oshawa's operations would not exceed $10,000, she poin- ted out. Oshawa . councillor Doug Wilson agreed. &4I1d feel pretty distressed if this (cen- tre) closed down. It would be foolish ta play around with $10,000 and jeapardize a program that's been successful," he argued. As the proposal's sole dissenter, Attersley said he could not approve the 40 percent funding without knowing exactly how many dollars the region was agreeing to pay and for how long. Even after council agreed ta put a ceiling of $10,000 on the funding, however, Attersley remained opposed. There's no guarantee that the province will came through wlth another grant, he argued- the region couid be forced ta go on subsidizing Oshawa's operating lasses in- definitely. Attersley's comments were greeted with dismay by other coun- cillors. "I'm a littie abashed that one week we support this and another week we nickle and dime it ta, death," said Oshawa councillor Bruce MacArthur.
