Tbe Corbett Creek facility la tbe one tbat takes in the effluent pumped into tbe sewer system by Plastic Sur- face Finishers Ltd. and Plastic Plating Co. on Burns St. E. Earlier tbis year, Durham Regional Council witbdrew 169 charges laid against tbe two firms under tbe sewer use bylaw in return for a guarantee that tbey would not only pay to dlean up the plant after a May, 1984 spill but would adhere to counil's regulations in the future. The companies were also required to drop appeals f lied on previoLts convictions and pay the region a $6,000 "nuisance fee". In is report to coun- cil, works commissioner Bill Twelvetrees noted tbat over tbe past six months "there bas been a significant reduction in tbe quantity of beavy metals entering tbe sanitary sewage system in Witby. "This is a direct resuit of Plastic Surface Finisbers Ltd. now operating in compliance witb tbe region's sewer use bylaw." However, despite titis compliance, Twelve- trees said tbat tbe plant will still bave to accept some 1,400 kilograms of metal contaminated sewage annually. "Wiltb tbese metal loadings, it wiil be necessary to implement a controlled program to effectively monitor, analyze and limit the accummulation of tbis metals in the plants anaeorbic digesters," he said. Twelvetrees also pointed out that the, region will also be required to monitor the sludge produced by the plant for agricultural lands. If tbe metai con- tent of the sludge is too high, tben the region will not be able to seli it as fertilizers to area farmers. The works depar- tment wants couneil's pemsion to instail a maui slide gate diversion system at the plant which will allow Up to 600,000 gallons of metal cont.aminated raw sewage to be tanked and treated separateiy at the plant. In addition to con- tinuai monitoring of Plastic Surface Finishers output into the sewer system, the department also wants to acquire a computer to analyze metal content in the effluent and in tbe raw sludge. The implementation of this metals management and inven- tory control program is estimated to be $10,000. Part of the cost will come from the $6,000 nuisance fee. The region will have to pay the rest.
