WIIITBY FREE PRESS Downtown parking miles will change inafewek Whitby Town Council h as committed itself to spendlng over $5,000 to Improve the parking situations in the down- town core. Over the course of the next few weeks, the meters in the core will be changed in an effort to encourage people who shop downtown to use the municipal parking lots. Under the town's new policy, on-street parking meters will cost 25-cents for every baîf- hour of use while the off- street parking lots will provide three hours of parking for the same quarter. The meters to be changed wili be located on the main downtown roads ln the ares boun- ded by Henry St., Dunlop St., Athol St., Perry St. and Mary St, The two hour meters on Byron St., Elm St., Coibourne St., Green St., Athol St., Perry St. and Mary St. will become one hour meters. The board also clscovered that because long time parking was available on-street, people weren't using the lots located behind either the fire station on Brock St. S. or that behind the old Whitby library on Elm St. "We realized that space wasn't being used during the day but people were still com- plaining that there was no parking," he said. Buffett said that the board will use the new parking arrangements as a marketing tool and that it will take down- town shoppers a while to get used to the new set- up. If people are parking in the lots, they will walk by more downtown stores - they may even stop in and take a look around in some of them. "That's how new shop- pers are created," Buf- fett said. The downtown businessman also noted that long term on-street parking also tends to obscure shop windows, making it more difficult for merchants to display their wares to passing motorists. The big advantage of the new system will be that on-street parkers will receive a 10-minute grace period that will allow them to put another quarter in the meter, thereby preven- ting them from receiving a ticket. "I think that is adequate grace period," Buffett said. The board will strive to inform local residents of the changes through a brochure that will he distributed to every home in Whitby or seven weeks. The brochure will in- clude a map showing where the off street be located and where the 25-cents for 30 minute meters wlll be located.
