Joe Bugelli has his way, developers will be required to pay the town a security deposit to ensure that the homes they build are of sufficient quality. At Whitby Town Counil's meeting Mon- day night, Bugelli in- troduced a motion that caîls for the developer to pay a security deposit of $3000 or five per cent of the homes purchase price, whichever is greater, which will be returned after the town's public works department issues the homes oc- cupancy permit. And while staff is in- vestigating the means to implement his suggestion, they will also be required to con- duct an intensive review jof the town's criteria for the issueing occupany permits. The West Ward couri- cillor noted that oc- cupancy permits are now issued if the home meets the town's struc- tural requirements only. And for Bugelli, that's not quite good enough. Far too often, he dlaims, homes are cer- tified for occupancy even before the sod has been planted. And, in many cases, issues such as whether or not the floors warp or whether the kitchen cupboards are instaîled properly aren't addressed. -I think we have to of- fer some protection to the homebuyer," Bugelli says, "Our oc- cupancy permit should include things like workmanship and whether or not the sod has been planted." He also points out that the town has no power to look into homeowner's complaints of shoddy or poor workmanship. They can only complain to HUDAC, but he notes they are so overworked they can't deal with anything other than structural complaints either. SOUTH ll The Ministry of Education and the school boards of Ontario have acquired, at a cost of $400.000, a financial accounting software package, the Budgetary Accounting System (BAS), from SRB Inter- national Ltd. of Whitby for use throughout the Educational Computing Network of Ontario (ECNO). ECNO is a data processing cooperative of 01oo boards across the province of Ontario managed by the Ministry of.Education. The ECNO cooperative provides cost-effective data processing ser- vices through the com- monality of computer hardware and ap- plication software throughout the network. EGNO has standardized on the VAX family of computers from Digital Equipment Corporation and in addition to the SRB product has a number of other ad- ministrative support applications for the On- tario school boards. In a continuing effort to provide the member boards with the most comprehensive and up- to-date software products available in the marketplace, ECNO formed an evaluation team to rýview the existing financial system and to deter- mine whether it met the needs of the boards. The members concluded the existing system needed improvements and chose SRB's financial administration package the Budgetary Ac- counting System (BAS).- BAS is a comprehen- sive, easy-to-use, and efficient financial system which accom- modates the financial administration require- ments of ECNO school boards whose annual budgets range from $10 million to $200 million. SRB International Ltd. is a privately owned software com- pany that specializes in financial systems. Ambulance service calis During the week that ended at midnight Iast Thursday, the Whitby Ambulance Service responded ta 88 calîs for service. They responded to 24 calîs of a routine nature and to 33 standby calîs for other ambulance services in Ajax and Oshawa. The service also responded to 33 emergency calîs in- luding two motor vehicle accidents.
