In 1985, the town in- tends to pn $11,800,955 on its day-to- day operation - up over $1 million from 1984's $10,691,807. lIowever, treasurer AI il Claringbold is predic- ting that only $10,667,542 of 1984's budget allot- ments wilbe spent. While the town has run over budget in some areas - most not.ably in the public works and parks and recreation departrnents - growth in assessment and savings fromn tendered projects and other underexpen- ditures is expected to make up for any shor- tfalls that may be ex- perienced. Claringbold is even xpecting the town will arn a surplus for 1984, owever, the final evenues figures won't be known until March of extyear. Unlike previous ears, the town will not se its surplus revenues to offset the milI rate. Instead,' the surplus will be invested in reserve accounts to pay for future major capital rojeets such as the enovation and expan- ion of the Iroquois Park Complex. The biggest portion of he 1985 budget will be pent on the public orks department - 4,854,970. This is up ubstantially over 1984's udget amount of 4,375,135 and 1984's ac- ual spending of 4,417,217. The rest of the protec- tion to persons and property budget will be spent on operating the town 's communication centre, protective in- spections and bylaw en- forcement. Next year, the town ,,will spend $1,515,165 on general government. These funds will be used to operate the ad- ministrator's, clerk's, and treasurer's depar- tmnents as well as to maintain the Whitby Municipal Building. Next year, the plan- ning department will operate on a budget of $402,135. This is the only town department that will receive a lower budget allotment than it did in 1984, when it was allowed $424,930 but it will spend only $397,329. Keeping the town's political machine well oiled will cost the tax- payers $276,015 in 1985 which is up substan- tially from 1984's $178,805. Most of these in- creases has heen caused by the creation of a town economic development department which promotes and markets Whitby outside of the community. About haif of its $150,000 budget is paid for by the major residential developers with land in Whitby. The net cost to the taxpayer is $79,785. However, Mayor Bob Attersley points out that this department has at- tracted a great deal of new industry and other development to the community 50 it is wor- th the money spent to maintain it. This budget also in- cludes $72,230 for the operation of the mayor's office, up slightly from 1984's budget figure of $69,870. The average Whitby resident will pay $5.50 more in town property taxes in 1985. Residents living in the urban area (iLe. south of Rossland Rd.) will pay $394.50 in froperty taxes for town purposes next year. Residents living in the rural area will pay $35550. Residents in the urban pay slightly more in town property taxes because they are assessed for the provision of garbage collection services and Durham Board of Education purposes. Neither the board of education nor the region have yet to strike their respective budgets, s0 the final tax figures for Whitby residents is not available. Whitby Town Council is expected to approval its 1985 budget and tax rates at a meeting to be the operation of the Whitby Transit Service. It is important to remember that these figures are for Town of Whitby purposes only.
