WHITBY FREE PRESS, WEDNESDAY, MAY 2, 1984, PAG Council adopts a non-binding housing statement Whitby Town Council has adopted its municipal housing statement after nearly two years of study and debate. Despite- its adoption, the statement will flot mean any great shifts in town planning policy. In fact, it was passed as "flot binding"' on any future council. It is designed as a set of guidelines which council can use or discard at its discretion. The major -thrust of the 20 recommendations in the statement con- cerni the development of both emergency and non-profit housings, reduction of lot* sizes and' the setting '0f housing productions targets for the next few years. Between now and 1987, the statement cails for the construction of 700 residential units in each year, the m ajority of which (450) -are to be single family detached homes. Also, included in this figure are 125 semi- detached or link homes; 75 townhouses; and, 50 apartments. There is also provision of' the development of 100 assisted housing units between now and 1987. 0f these, 35 will be for senior citizens and 70 for -lower income familles. The statement also puts responsibility for the provision of emergency housing squarely on Durham Region's shoulders. Perhaps the most controversial of the policy recommen- dations are those con- cerming the est.ablish- ment of a municipal non-profit housing cor- poration. The housing statement urges that such a corporation be established either by community organiza- tions or the Region of Durham. If needed, the town wil provide sur- plus public land for such developments charging market value price. However, if neither the private sector nor the region will under- take such a project, then the statemnent caîls for Whitby Town Council to, at least, consider establishing such a cor- poration itself. However, there is no deadline for such a decision anywhere in the statement. The statement won the support of ail mem- bers of coundil except Centre Ward Councillor Marcel Brunelle who said he was disappoin- ted that it contained no hard recommnendations. He also informed the committee that should council adopt the rezoning application, the residenis wil ask for an Ontario Municipal Board hearing. However, Pat John- ston, the solicitor for Kurz Foods, said no new building has ever been, constructed and not one complaint about odor, noise or traffic bas ever been made. Despite thie residents' objections, the commit- tee voted to recomniend to coundil that the ap- plication be approved. However, Kurz wil only be allowed to build a fadility for meat processing, indoor storage and office space to a maximum gross floor ares of 675 square metres. The application wil also recognize three apartment unis on the site. But council is ex- pected to restrict their use to Kurz Food eni- ployees and to categorize them as bachelor unis. Joe Bugeili, chairman of the administrative commit- tee, replied: "Teeth are great on dogs but com- mon sense should be for men."P The councillor said that the document was designed to be flexible and to ailow council to adapt to, changing market and social con- ditions. Tom Edwards said that it would help council to "«priorize"l the town's housing needs for the next few years. He is also Most sup- portive of the establishment of a municipal non-profit housing corporation, even if Whitby must go it alone. "There is a desparate need for this kind of development," Edwar- ds said, "should the region not do it, then the Town of Whitby would have to consider what it should do. " Town admiistrator Bull Wallace also told council that sometime over the next few mon- ths changes to the town's zoning bylaws will be recommended ailowing for the establishment of group homes, hotels and other forms of emergency housing which are not currently provided for Mayor honored Mayor Bob Attersley was named honorary chairman of the Durham Region Export Club at is meeting last week.
