The foreign bankas are 'attempting to obtain authorization fromn the governiment to increase their capital whlc e'h WlU, In turn, automatically increase their capablllty for expansion. As' a member of the committee, my principal recommendation 18 if the government ia willing to give the foreign banks the authority to start ful competition with the Canadian banka, we must give the Inspector General of Banks the power to enforce that the foreign banks wil look after the Smnall Business Loans on an equal basis to the Canadian domestic banks. This would, therefore, give the small business industry a broader base to go after for financing. I feel that 'the argument that this would be detrimental to amail business because of the lack of branches does not apply as a small businessman, can very easily have a1ban with one bank and do his general banking with a branch of a Caniadi an bank. This would give a greater alternative to the small business community not only in equityfnnig but also in debt financing in addition to providing healthy competition to the Canadian banka.
