(PC - Ontario) -During the recent days since the' openîng of Parliainent, I have had the opportunity to speak on~ three separate occasions on Bfi C-10, an Act to Amend to Export Development Act. The principal reason why the Government has i- troduced this Bulle is to expand the borrowing authority or capacity of the Export Developmnent Corporation. The Export Developrnent Corporation (E.D.C.) la another crown corporation which was establlshed by the Libeià l Government. The original intent of fozming this corporation was to provide Canachan companies with a vehicle to assist them in in- creasing trade with foreign countries. In some cases the E.D.C., subsidized Canadian firms in order to put them in a better position to oompete for contracta with foreign firma. An exam- pie of this is the Bombardier contract wlth the city of New York for subway trains. The P.C. Party prefers, the use of traditional financing, such as credit insurance corporations, rather than granting subsidies to the firms directly. If it was found that a subsidy was necessary, then we feel that the E.D.C. could subsidize the interest rate to the financial institution, which would in turn be passed on to the firm involveci in the negotiations. IDENTIFICATION The distinctive Bicentennial Symbol will identify special events which are taking place in Ontario communitjes throughout 1984. This logo incorporates the. familiar stylized trilliurn, which bas become symbolic with the Province of Ontario. The basic outline is repeated in a circular design to suggest both the variety of On- tario and the six continents whose people bave corne together to make up the rich and diverse heritage which we ail enjoy. The colora of the symbol are derived from the red, white and blue of the Union Jack and the blue and white of the French fleur-de-lis - representing the two cultures primarily responsible for initial ex- ploration and settlement of Ontario. The bright yellow centre of the design suggests the energy generated by the interaction of ail Ontarians in the cretion of Ontario's rich heritage. A great deal of planning bas already gone into the events which are scheduled across the province during the Bicentennial year. But it la not too early to plan your participation in Ontario's Bicentennial celebrations. Why not make 1984 the year that you and your family take part in the camaraderie which la yours te discover - right her. ta Ontario. crease the amount of money which the E.D.C. will b. allowed to borrow. , ,- The Corporation presently is authorized to borrow $26 billion dollars, and the Government would like to see this increased to $62 billion. Because the E.D.C. is a crown corporation, it ls not accountable to Parliament, ln other words, it does not have to provide Parliament wlth any Information on their operating budget or expenditures. E.D.C, Is free to borrow the Canadian taxpayers' money, without seeking approval from Pariament., The P.C. Party feels that the E.D.C. should be reqwired to return to Parliament on a semi-annual basis with any additional requesta for funds, other- wise Parliament will even have lesa control on Government spending. It Is Urne for greater corporations, because we have had too many examples of the financlal disasters which can occur,- (Canadair and de Havilland) , without'Parliamentary examination. Another thing to watch are daffodil bulbs. They too are poisonous. We have rabbita and more rab- bits, large and amaîl wbo try to ravage our garden. Darling to look at especially so for guests but a great anxiety for us. We buy boxes of mothballs and spread them around under the plants; this helpa because nothing, even mice, can stand the ameli. Daffodils flourisb everywhere and are neyer toucbed by the rabbits. The aquirrels too go after moat bulbs with the exception of the daffodil so when apring cornes you can end up with a bard gar- den, a costly and very disappointing experience for any gardener. Many years ago frienda of mine almost bad a disaster on their banda. They had bought a bag of daf bulbs in a mesh bag, put them down for the tixne being in the kitchen or the, pantry. The housekeeper thought they were onons and cocked them, for dinner. Shortly after starting their meal someone, I think the father who loved onions and no doubt didn't wast any time before he atarted to eat became violently ill. Suddenly the realization dawned they were about to poison themselves so that was the end of that meal. Dandelions are the most enriched food with vitamins available in our gardens. I let a few grow behmnd a small fence to protect'themn from cats and dogs, especially dogs. Good in salada and I bear great for wine. Respected and treasured in other parts of the world'with dur climatic conditions we miobt b. wise to barvest them. W. are so, tbankful for the rain this past week. Al summer long we bave been devoid of showers with the exception of a couple of falîs. We saw it al around.us but not ber. at home. This meant con- stant pumping from the lake to keep everytbing watered so0 now my husband feels a great sense of relief with the need gone.
