On April 15 of this year. on aIl third num- ber long distance calis from coin telephones operators began attem- pting to contact the biled party to confirm that the person placing the cail was known and that the charge was, ac- ceptable. However if verification was not possible because the line was busy or there was no answer, the cal was stiil put through.
