This la the firat time Whitby has lssued separate tax bils for municipal and educa- tion purposes. The intent la to assist the taxpayer to have a better understanding of income and expendi- tures by the apndn authorities at the municipal level.. There la flot much dlfficulty about under- standing where the money cornes from, it la you and 1, as elther residentialor commercial- taxpayers. Therefore, whether* it be provincial grants (41.6 per cent), municipal taxes (39.3 per cent) or other (user fees, 19.1 per cent), we are the donors of these fun- di, Expenditures are a littie more complicated. The town spends 20.2 par cent of your dollar on muni- cipal services, 30.3 per cent on regional services, and 49.5 par cent for education services. It should be borne in mmnd that the town's expenditures were set last January, when as a result of our budget, the Council decided to increase Its own expenditures by a modeat 2.8 par cent in the rural area including Brooklln, and 3.4 par cent in the urban service ara. The total increases for municipal purposes, that la town and region, amounted to 4.6 par cent ini rural and 4.9 par cent in the urban service ara. The increases for education purposes, which of course are the exclusive responsibility of the respective Boards of Education, amounted to 11.5 par cent increase to separate school supporters, and 12.3 par cent increase to public supporters. 1 would ask readers of this column to go over the information leaflet and let me have their raction.
