WHITBYFREE PRESS, WEDNESDAY JUNE 1, 1983, PAGE 3 Series of lectures at Ruddy Hospital INo special zoning status By TIM BAINES Free Press Staff The owner of an apartment complex at 300 High Street, Whitby, has been turned down by Town Council in his bid' to have the building granted special zoning status under R2 designation. Coundil made the decision following a recommendation by the administrative commit- tee, a week earlier, that the application be denied. A report to the committee by Planning Director Robert Short had urged Council to ac- cept the rezoning appli- cation. Whitby lawyer David Sims, representing the complex owner Wayne Bolahood, told Council that his client was pre- pared to accept the spe- cial R2 status, despite the fact that he had oni- ginally applied for R4 status. The Planning Depart- ment suggested that the recognition of the exist- ing 24-unit complex be accommodated through an exception te, the pre- sent R2 zoning. "This would satisfy the requirements of the applicant and area resi- dents as the existing density 0f the site would be maintained in the event of redevelop- ment," said Short in bis report to the committee. Council refused to grant the request largely because of the uncertainty as te the owner's intent. They did flot want te see the building tomn down and replaced with another apartment building. "I'm very reluctant to accept this proposai," said Regional Coundil- lor Tom Edwards. I want - an iron-clad guarantee that the owner will not; be able to take down the building and, replace it with a higher density one."1 "If we pass this through, Bolahood could corne back 'next week and change it to, R4,"I said Councillor ioe Drumm. "The neigh- bors are scared skinny that, if a change does corne,. then a' future change wiil follow." "A. change is not ac- ceptable to the neigh- borhood,"y said Ed- wards. "It's unfortunate the whole matter has a cloud over it. The neighborhood had been assured that this would not happen. I'm pre- pared to leave it like it is, " he said. Several councillors shared the opinion that neighbors feared a change to, R4 status would set a precedent that could lead to higher density buildings in. the area. Bolahood said that his property currently had no legally' recognized zoning designation and he wanted this for in- surance purposes. This non-conforming status is not desirable according to Sims. "If it continues for an indefi- nite time, a future owner, might begin to make too much profit out and allow the build- ing te deteriorate," he said. The. building, pur- chased in 1980, was once the Ontario County home for the aged. Councillors Marcel Brunelle and Ross Bat- ten supported 'the ac- ceptance of the special zoning status but were out-voted by the oppos- ing councillors. Sims warned that the denial would result in an appeal to the Ontario Municipal Board or ap- plications to courts to clarify the situation. -The Doctor Joseph 0. The citizens of Whltby had the opportunity to attend a series of four evening information sessions aimed at en- couraging one to look at one's lifestyle and to examine potential ways to change. This "Week of WelI- ness"p was an effort to not only challenge the Whitby citizens, the theme of the Health Day being "I care about my health ... Do You? ", but to increase the hospital's visibility in the comrnunity. The hospital is currently in- volved in a fund drive to finance the -conversion of their second floor to a 32 bed contmnuing care unit. The. topic of stress presented by a promin- ent local psychologist, Dr. George Blake, lead off the series of sessions with the hospital's bead physiotherapist compli- menting this with a par- ticipative demonstra- tion of relaxationexer- cises. The second evening the hospital's dieticians, Mrs. M. Whitehouse and Mrs. A. The second portion of this evening lncluded a discussion of the effect of smoking on one's body and a film by the Durham Region Lung Association, Education Director, Erica Nemis. To enhance this, Dr. Don Shepley, a local physician and Chief of Staff at the hospital ad- ded some informative and thought provoking facts about what hap- pens when one stops smoking. Taking care of one's back was the topic pre- sented by Mrs. Pat How- ard, an occupational therapist, and Mrs. Mary Bazeley, physio- therapist, on the third evening. The final eveming, Dr. Douglas Mclntosh, a physician who practices in the J.O. Ruddy Hospital, and Medical Director for the new continuing care unit, took the audience through their life span with helpful suggestions on maintaining one's health. Then discussion and actual exercises were enjoyed with Cathy Sakato, Program Co-ordinator, the Dur- ham Reglon Y.W.C.A. Tours to explain the proposed renovations were included each evening to 'acquaint the citizens to the hospital's plans.
