The upset 'of Centre Ward councillor Barry Evans by Marcel Brunelie is the only change Whitby residents .have for, the'next three years. Fewer voters turned out to make the decision this year, with oniy 30 per cent of eli- gible voters casting their ballots. In 1980, the voter turn-out was 32 per cent.
