Without public input and direction, this will not be accomplished effectively. But this public participation requires continuous effort., Community involvement is fadilitated by elections, representation on local boards and ad- visory committees, attendance at council meetings and volunteer work in community programs. But the continuity of the entire process is initiated and then reinforced by responaible decisions at election time.
