Feline killed A man has been charged by the Durham Regional Police Force with cruelty to animals after a cat had been killed. According to a spokes- man for the force, the cat was found hanging from a clothesline at a local home at about 3:45 a.m. Sunday morning. Police reported that a burning cigarette had been stuck in the ani- mal's mouth. James Nichols, 17, of no fixed address will appear in Oshawa Pro- vincial Court on July 22 to answei to the charge. By The Hon. George Ashe, MPP (PC - Durham West) Ontario Minister of Revenue The function of law is to permit both individuals and groups to chieve their goals within the limits set by society. In a democratic society, one of these limits is that citizens be treated fairly; not only by their fellow citizens, but ilso by the state. For this reason, the law regulates the affairs of individuals and groups and also of government itself. Four ministries in Ontario have a major responsi- bility for justice policy: Solicitor General, Attorney General, Correctional Services and Consumer and Commercial Relations. These ministries deal with issues relating to the police, the courts, the custody and rehabilitation of offenders and consumer pro- tection. As the four ministries are closely related, the aims, objectives, successes and even failures of each havé an effect on the othérs. Co-operation among the members of the provincial justice field is further facilitated by a Cabinet Committee on Justice. This committee, consisting of the ministers of the four justice ministries is chaired by the Pro- vincial Secretary for Justice. The justice commit- tee meets regularly to consider policy proposals en- suring that they are consistent with justice and with other government policies. A recent publication of the Provincial Secretariat for Justice, entitled "The Justice System in On- tario" is designed to encourage a greater under- standing of the administration of this system in the province. A general description of the justice system is provided and topics such as "The Police and Public Safety," "The Courts," "Justice in the Market- place," "Correctional Services for Aduits" and "Protection of Individual Rights" are presented. Of special interest to young adults would be the chapter entitled "The Juvenile in the Justice System". This particular chapter highlights such issues as juveniles' interactions with the police and the courts as well as outlines services available for young people. Copies of this publication were sent to all Ontario schools to encourage educators to include this in- formation in the curriculum. I feel that it is important for all Ontarians to be aware of their rights and responsibilities under the law. For this reason, I have made arrangements for this booklet to be available at my Constituency Ofice (37 Station Plaza, Ajax; telephone 683-6707). Special Note: I recently had the privilege of being present during the presentation of the Ontario Medal for Good Citizenship to a Durham West resident - Mrs. Monica Cook of Pickering. Mrs. Cook gained this recognition for her contribution to a variety of volunteer organizations including the Girl Guides of Canada and the Canadian Red Cross Society. An area of particular interest to Mrs. Cook involves swim programs for handicapped children and Mrs. Cook has taught as many as 200 children a day in her backyard pool in Bay Ridges. I would like to take this opportunity to offer my personal thanki to Mrs. Cook for her untiring efforts to improve the quality of life in this province and right here in Durham Redion. Clinic collected 352 donations The Whitby branch of the Canadian Red Cross Society collected 352 pints of blood at last week's clinic. According tog clinic chairman Margaret Horton, 388 people vol- unteered the gift of life but 30 had to be de- ferred. Awards were also given to Elizabeth Hat- ter, Garry Martin- and Herb Trans for giving a total of 35 pints each to date. Carmen Sarles and Leo Cnossen received certificates commend- ing them for 50 dona- tions. Carmen Patton of Oshawa is also to receive an award for 75 donations. The next blood-donor clinic wll be held on Oc- tober 6.
