The reason for the delay is the Ontario Municipal Affairs and Housing Minister Claude Bennett has yet to decide whether or not to send the matter to the Ontario Municipal Board. Regional coundil's de- cision to allow, the developrnent to take place was appealed by two *Oshawa politicians - Regional Councillor Ed Kolodzie and Public Utiities Commissioner Gord Burnett., In return for the ap- proval,, First City Development Corpora- tion promised to extend the region's trunk water supply and sanitary sewer pipes to the'harn- let. They will be allowed to built sorne 2,200 single family. homes around the village bringing its total population to 10,500 over a ten-year period. The hamlet's current population is 1,600. Mayor Bob Attersley is sure that the minister will not only decide to overrule the objections but wWl do so before June 30. "1 think he will overrule thei, " Atter- sley said, '"I'rn sure, in my mind, that the minister isn't going, to sit around and listen'to two, guys .froni another mumcipality file an ob- jection." David* McHugh, director Of the rninistry's cornrunity planning review branch, said last week that he too expects a decision to be made in the next two or three weeks. He added that the ministry has only hâd theplan since the by- laws were passed last October and is alrnost ready to make its report .to the minister. "'We want to deal with it fairly and quickly." McHugh said pointing out that this is not'an unreasonable length of time for, a project of Brooklin's size to be studied by ministry staff . Should Bennett refer the matter to the 0.MB. a hearing would be held. The board. would then have the power to quash the proposai subject only to a further appeal to the provinicial cabinet. Attersley is so con- fient that the matter will not be sent to the 0.M.B.* that he predicts that sewer construction will begin in September. "I'rn looklng for the developer to dig in Sep- tember," he said ad- ding, "I1 have no control butI arn confident that is what will happen. " That wifl corne as a sigh of relief to Brooklin residents who have been fighting for the sewers for alrnost a decade. In a report to council, town' treasurer AI Claringbold said that the budget will cost-the town about, $38,000 this year alone. The additional costs arise frorn the provin- cial governrent's deci- sion to change sales tax regulations. Munici- palities wil now have to pay the seven per -cent sales tax on items they did'not previously have to. These include the pur- chase of trees, shrubs and plants; building materials for capital works including perma- nent recreation equip- ment, culvert pipes, curbs and gutters, paint, street signs, man- holes and plumbing and electrical systems. Claringbold also said that the town enjoyed sales tax exemption on purchases 'of asphaît, ernu lsion and ready-mix concrete, but no more. "The town will also now, pay taxes on the purchase of any addi- tional street sweepers," lie told coundil, "AI- though these purchases are made on a periodic' basis,_ the tax on a $U,000 purchase is significant." 1. Also receiving, the province's seven per cent. touch are labor costs for the installa- tion, repair and. main- tenance of tangible per- sonal property. "lBased on our 1981 operation, it is estimat- ed that the new sales tax regulations will tai- crease our annual bud- get- by approxirnately *67, 750," Claringbold said in his report. IRealtors give $140 to-YMCA The Whitby Realtors Community -Service Group has donated $140 to the Durham Region Farnily YMCA to send one boy and one girl to camp for one week this sumrmer. The group is compos- ed of local real estate, agents who raised the money at one of their recently.weekly M.LS. meetings. Their long-terni pro- ject is to support the Battered Wives Group. They are awaiting ap- proval for this project frorn the Oshawa and District Real Estate Board, the local govern- ing agency of real estate agents and brokers.
