Ail three sit on the seven-man Whitby Town Council which would also have its membership increased by one if an additional regional seat was ad- ded. "Based on the repre- sentation by population principle, both Whitby and Ajax are eligibie for an extra seat on region- ai council," the study concludes.' In other words, Oshawa's power base wiIl diminish and many of its councillors will fight tooth and nail to prevent that. Oshawa councillors have long bemoaned that the city bas only«33 per.cent of the represen- tation but pays almost 50 per cent of the cost of running regional government. However, Bennett's study shows that Oshawa is flot holding on to its percentage of the population. Attersley described the situation as "pretty dicey' . The* mayoralso ex- pects some problems with the composition of local council. An additional regionai seat will mean an eight- member local council and he resists the idea of having an even number on council. Other optio ns i nclude reducing the number of local seats from four to three and subsequentiy, the number of wards., Another'option is to increase the size 0f local council to mine members by creating another ward.
