That's the emolionaily charged ques- lion facing boards of educa- lion across the country as stu- dent enrolment dwindles. The issue in a word: money. Many elected education of- f iciais argue strongly that sav- ings from declining enroîment in elemcntary and secondary schools shouid be passed on to the public in the form of lower taxes. Canada's teaciiers and many Parent-Teacher Associations, on1 the other hand, vehemently oppose this position, favoring a reduction in class sizes and an increased emphasis on spe- cial education, thus maintain- ing the present level of employ- ment. The reason for the reduced enrolment, of course, is Ca- pada's Iow birth'rate and cut- Roger Worth is Director, Public Affairs, Canadiait Federation of Independent Business. backs in immigration. As a re- suit, there are fewer chiidren to be educated. The teachers defend their position by contending that smaiier classes would upgrade the quality of education by aiiowing instructors to spend more time with individual stu- dents. Naturally, such a change wouid require more teachers. But the education officiais who control the dollars point out that teacher's salaries are responsible for about 75%V of education spending. By limit- ing the number of teacliers !hey can at Ieast hoid the Une on tax increases. In addition, they aiso point to a U.S. study that indicates smaiier classes have lîttie effeet on the quality of education. The batfle between diametni- calîy opposed factions in the hîgh stakes game is being waged from Halifaxto Vancouver, with enlotions running high as iayoffs continue. In Toronto, for exampie, 3,000 people turned out.for a board of education session that overturned an effort to iay off several hundred instructors. In other areas of Canada, the'radio hotlines hum as well- organized teachers take the of- fensive in attempting to achieve taxpayer support for their position. Fallout from the situation bas caused turmoii among those consldering teaching as a profession. Enroiment ln teacher-training courses has been chopped drermatlcaIiy and more than 25% of iast year's teacher's coilege graduates stili haven't found jobs. Meanwhile, flghts over the ciosing of sclioois continues, with somne secondary units dropplng course options to .trim budgets. There is no simple solution to the probiem. Education has become a gui Issue in Canada and lt's fot about to go away. Goods that do flot work - if the merchandise has any mechanical, electrical or electronic component, make sure it works. Or if it does not work, that you can fix it. Get there early, scout around -- sec sornething you like? Grab it and take it with you as you tour. Make one tour of aIl mer- chandise clockwise, then go around agian, counter- clockwise. It is amazin g hoiv many good bargains were hidden the first time around, and suddenly reveal theinselves from a different angle. Be careful -- jigsaw puzzles are'great, if aIl the pieces are there. Caveat emptor -- that is the Latin expression we hear so often,' "Let the buyer beware". Once the money is out of yourhands, it is gone. To both seller and buyer - prices must be below current retail leveis. Garage sales are supý posed to be fun, for both the buyer and seller. Let's hope they always remiain so. Other research, conducted at the Center for the Study of Aging and Human Develop- ment, Duke University Med- ical Center. shows that the happier your marriage is, the more birthdays you're likely to celebrate; that marriages that are stable and remain intact are def- initely reiated to longevity. A National Institute. of Health Study concluded that the longer-lived group whose lives were followed over a 12-year period were much more socially active than others and showed no tapering off of their various outside interests or their contacts with others. In- vestigations have also shown that people who stay young the longest, and celebrate the most birth- days, have the following in common: a positive rather than a negative .outlook, a capacity to enjoy life, and the ability to count their blessings rather than brood over disappointments and frustrations. .AeE.
