Pickering, the four candidates repre- senting the four parties run- ning in Ontario Riding expressed their views ·to more than 150peopl present. Liberal Candidate, Norman Cafik, Minister of Multiculturalism said, "this election presents a very important opportunity and it is very important to vote as there are literally thousands in this world who are not privileged to vote. Referring to Mr. Clark's comment that Canada has the worst economy since 1930's Mr. Cafik said, "surely if we had the worst economy since 1930's we would see it and really feel it. If we had this we don't need it." Although he agreed that Canada has'one of the fastest growing unemployment rates in the industrial world he pointed out that it also has one of the Most rapidly ex- panding labor force. "We have created more jobs and we can't fill all the jobs." Government or a NDP Government in, as by the trend of the economy and conditions by 1985 there won't be any unemployment regardless of Government," Mr. Cafik said. "Because there will be a turn around and there won't be any need for unemploy- ment problems. The job creation will exceed the number of new people look- ing for work and there will no longer be an unemployment problem -- unless there is a Nuclear War." Quoting a series of statis- tics and figures to illustrate his statements Mr. Cafik said, "the fact is economi- cally this country has done better than any other coun- try in the world. How can this country be termed a miserable failure when it has done better than any other country in the World.?" He retorted to the accusa- tions that the Federal Government is overtaxing the people. In 1968 when the rate was much lower 58 per cent of the tax dollar was spent by the Federal Govern- ment. Today only 28 per cent of all taxes collected in Canada go to the Federal Govei-nment. Out of that amount 30 per cent is spent directly by the Government with the remainder going to the provinces or to individuals in the form of transfer payments." Mr. Cafik thinks, "it is important that all people have the right to work and have reponse in the language of their choice. There are two million Canadians. in Quebec and I think: it is essential that Canadians have the right to choose the language of their choice and not have-it rammed down their throats. Canada, as a National Government, should be able to respond to the people of Canada either one of the official languages in work and in the judicial system." During the question and answer period that followed the speeches Mr. Cafik said that he has been "very fas- cinated with a deduction'of mortgage interest rate that .Clark put forth. There are 50 per cent of the homes in Canada that don't have mortgages." He pointed out the possibi- lity of people going out just to get a mortgage at a lower interest rate. He predicted "it would increase rates, increase inflation, housing municipal taxation and taxa- tion enormously. In general it would provide a rip-off for the unsrupulous. It is a naive suggestion." Replying to another ques- tion dealing with mortgages Mr. Cafik said he "would not say there shouldn't be assis- tance to those who have bought a house af a high interest rate. During the past two years the various Government Departments have been trying to find a mechanism that would be workable to give assistance where it is needed." Commenting on the capital punishment question Mr. Cafik replied that he "agrees in part with the NDP." In regards to capital punishment itself he "has no objections per se particu- larly when it is a second offence. Beath Regional,Chairn decide." Replying 'to questions dealing with the economy Mr. Cafik said "the deval- uation of the dollar occurred after the election of Rene Levesque." "The Quebec election was not the only factor but it has shaken the economy and the interest and confidence of the would be investors." He pointed out that "the Investment Dealers Associa- tion of Canada claims that we (Canada) are not on a brink of disaster. It is on the brink of expansion and a boom." He was asked if there were any foreign con- trols and Mr. Cafik replied he "doesn't see any foreign controls on money in or out of Canada." Mr. Cafik concluded the question period by pointing out that he "was in the private sector and was in private business in both the national and international field before being elected into the political sector. Business both nationally and in'ternationally is on the verge of-a boom. This is an important election." 879 homes built in '78 Councillor Joe Drumm presented Council with a report from the building inspector last week. The report stated that there were 879 permits issued for houses that were built last year. For this year there are 3,590 outstanding permits for the construction of homes in Whitby. Construction has not got underway on these homes as the applications have to be finalized. He also pointed out that the building inspector's report states there are 400 apart- ments in town "either com- pleted or under construction. There are also 590 vacant lots in Town, according to the report. Councillor Bob Carson stated, it amazed him the number of people that are moving into the houses in town. "The moving .vans are there in front of the house on muddy streets. The people are moving in before the lawns are completed and the roads are still under cons- truction," he said.
