Robert Brimbecom, chair- man of the building commit- tee, said the committee is considering an appeal or an alternative plan, following rejection by the town's administrative committee of a proposaI fromn the planning departmnent to rezone the site. The committee acknow- ledged the need for seniors' hou sing but said it made its decision to reject rezoning for the 20 unit project because of objections from a number of neighbouring residents. Westminster Church is proposing the development as a non-profit housing pro- ject to provide lower cost accommodation for senior citizens.. hav Planners hvesuggested an alternative prôposal of six or seven single family de- tached homes instead of the cluster housing proposed by the church group, said Mr. Brimbecom. The Manning Mews board had reduced the number of units to 20 from 24 when it appeared before the commit- tee May 15 in order to reduce the density, but thie planning department has warned that single family homes' might create an even greater den- sity. Lists were placed in 39 retail business establish- ments and custohiers were asked to write on the lists their address and the dollar amount of their total pur- chases. Steve Houghton, of the planning department, who is in charge of the projects, said it was a market analysis of the retail trade of down- town Whîtby for the use of the planning department. The figures will be tsed only for statistical purposes, he said. Some of the things the survey is intended to deter- mine include where shoppers in downtown Whitby live and how rnuch is spent by people living certain distances from the downtown. Mr. Houghton said the town 'assumes that most shoppers in the downtown live within a mile of the core, but this survey will prove if the assumption is accurate. He said also that he got good co-operation fromn the downtown merchants, with only two refusing to accept the survey. One turned down the sur vey because his was a large volume store that could not keep track of al the purchases, said Planning Director Kevin Tunney.
