Such is the case now that the impact of the water and sewer bis is hitting home ... a year late. A few of our readers calied us asking why -we didn't carry anything ini last week's paper on this subject. We asked themn to dig out their news- papers from the i)ast year when we carried numerous stories. We even remiember reports we carried of the Iast election forums when the subject wvas broughit up, but no real issue ivas made at that timie on this subjeet. SUDDENLY, noiv that the bis (which we knew were coîning a year ago) have arrived,, the uproar starts. For those who stili don't understand, by tie way, the wvater and sewer charges, and for those newcomers to Wiitby, we refer you to a-,n extensive article again explaining the sLlbject 1)y our Town Treasuirer Forbes McEwein whichi appears in this issue on the opp)osite page. Anyway. a couple of the people who called us saiid that they thoughit the water & sewer charges should be put back into the iiil rate...we sav "bunk!" If your neighbour wants to use a lot (>f electricity, or gas'. or ou., and you work hard to economize, why should you subsidize hini? Because putting the water & sewer charges back in the milI rate will'accomplish the saine thing. In other words (with the exception of errors), youi're now being biiled for ACTUAL USUAGE, flot splitting the overali costs. For example, if your neighbour has six kids who change, bath, (and everything else) daily and uses $250.00 worth of water -and hence sewer, and you, who only have onie child use $1 20.00 worth - that's what you each pay. BUT, putting the charges back into the general miii rate wouid give a total (usage of S370.00 which when spiit between the two of you would inean thiat eachi would pay $185.00. The hieavy user would be very happy because he's saving $65, but you are going to pay S65.00 more than what you, used. Your neighbour may thiank you for subsidizîng hiis usaige, but if anybody can reiemnber the iast timie a heavy user ever thanked a smiall user for subsidizing him- please let us know. We siioul(l pointt out thal aithioLgli the above mentioned exainlîle only used two users, the principle wilI apply on tie numierically larger basis. Getting (lown to die initty gritty it's reaily imrinaterial HO1W thlese charges are billed. Whiitby residents will PAY for Whitby's costs onie way. or the other. AlthoLîghi in actuai fact in this particular case Whiitby residents are being sLIbsidize(i by othier resiîdents of the region. For those disbelievcr-s, we refer you to paragraphi five of Mir. McEwen's article. Wc're co nfident thiat those WVhitbx' resiiemits, whio take the tirne (o trv to ui(ierstand whlat's realîx' happening (andl been hiappening for the List year). ill realize that the 'new' svstem is really quite fair to. evervbodv (wvithi the odd exception). The FIEAVY USERS, of course, wvill NEVER understand, and will probably iever trv to ... they'd i)refer voLI stbsidize thieml. Incidentally thie unsigned posters and fliers circulated in the Blair Park area reminded us of some fiiers we saw a whiie back (around election time) ... those said "Let's talk". These posters and Hiers were headed "Are you happy with your water and sewer bill?" We can't think of a better way to INCITE people - congratulations! In actual fact, we can't think of ANYbis we're HIAPPY with. Cani you really imagine Mr. Tom Tom comning home after a bard day at the factory and Mrs. Tom Tom jumping up and down with joy (no puni intended) and saying gleefully "lins happy dear our gas bill has arrived, along with our 'phonie bill, ouir mortgage payment(s) is due, aiid our hydro bill is hiere and it's only gone tip 30%~!" Anid, Mr. Tomn Tomi relies "I have mnore good news to m-ake yoti eveni HAPPIER: we 've got a water and sewer bill too!" We're aiso a littie disturbed that the Board of Education aiiowved the authorities at Huitchison PibWic Schooi to let people use the children there to deliver these fliers to their parenits. We pa y taxes to the sehool system to educate our. childreni, NOT to have a pool of deiivery boys and girls to be mnade availabie to those whio want to to circulate mnateriai initendinga to incite the Whitby residenits who are paying these sehool taxes. Further it would be even more distuirbing if we founid out that a politician liad used his influence to get the authorities to allow this . .. and then the whole tiiig tturns out to be a political football for the niext election only 21 mionths away. Buit theni those of uis who were-at a recent cou ncil m-eetig got the vibes then didn't we?
