A capacity crowd of nearly 600 peopie turned out for the historic occasion. Clerk-Administrator Bifl Wallace announced that there were 355 people sitting in the council chambers, 60 standing, and another 100 out in the lobby watching the proceed- ings on television moniters. "I think you must feel this is a very great day for Whtby ", said former Mayor Des Newman, who conceived the municipal building project in 1970. Mr.' Newman- had high praise for Raymond Moriyama, the architect who designed the building, and presented Mr.*Moriyama with a book, "The Radiant City, by Lucor Buzier, a Swiss architect who was a pioneer in modern architectural design. Mr. Newman also poînted out how littie of the building is dedicated to the staff anid how much is devoted to the people, echoing the words of Mayor Jim Gartshore that il should be a "People place". "My only hope is that this building is used for ail the worthwhile purposes of this commýunity", said Mr. New- man. "This town is a menage of urban and rural, the essence of southern Ontario"1, he added. Mr. Newman also told the, spectators that Mr. Moriyamna had asked the counicil to ask him to plan 500 to 600 acres to protect the building so it wouldnot be obliterated by development. Mr. Moriyama cailed the opening_ ceremonies "a very moving morning for me", and stressed how he was trying to capture the -spirit of Whitby in the municipal building.
