Keep open botties out of parks council asks attorney 'general Whitby Counicil recently decided to petitioîi the Attorney General to niake amendments to the Liquor Control Act xvhich would make illegal the possession of open bottles or open cases of alcoholic beverages in places other than residences and licensed premises. The petition, drawn up by the town of Oakville, also asks that municipalities, con- servation authorities and other public bodies be per- mitted to prohibit the possession of alcohol in public parks and areas. The petition asks for the amendments,. noting that that the Liquor Control Act prohibits only the actual consumrption of alcohol in public parks, but not the possession. The petition says "This lias led to yioung people sitting on cases of beer in parks, and conservation areas with open boutles boldlv' in view*. In addition, says the petition, "It has been reported that wiinos taunt police and offend the public by openly displaying the alcohiol in their possession in certain public areas. "The youing people often reach the parks where they are doing their drinking by automobile and thus will likely be driving away while under the influence:', contin- ues the petition. "The police, because o f man power shortages and policy decisions, cannot wait for those they suspect may be drinking to) drive away, and have limited tinie for surveillance and adequate patrol". If aIl those reasons were not enough to convince Whitby Couincil to Support the petition, Director of Recreation Wayne DeVeau added his two cents worth. NIr. DeVeau sztid. in a report to counicil, lihe believes tha.t "iuchi" of the S2,000 damiage to town parks this year "a ppears to be caused by yoting people wvho- have been drinking in areais other than the parks and who thien traivel to these areas to destruct (sic) propertv.
