Councillor .Emni says that regiorlal council will today consider a recommendat ion from its works comrnittee that a 1973 objection to an appli- cation for a dump in the area be lifted. Councillor Emin fears contamination of the water because he believes that the company which wants to use the gravel pit as a duip lhauls industrial waste as well as domnestic garbage. Councillor Emini and Whitby's othier region- ai councillors are expected to oppose the lifting of the objection at today's meeting. BJA 098 $252,OOO fire' Thursday levels hospitalI barn From Page 1 The barn was built in 1919 as the main building of the hospital farm complex which was discontinued in 1969. Deputy Chie f Hawkins reported that a fire broke out in a garage on the west side of the hospital farm road at the same time as the barn fire, but hospital staff managed to extinguish it before any damage was done. The barn and garage fires were the third and fourth fires on the hospitai property in -one week, said the deputy chief. Ail are suspected arson, he said. It is suspected at this timne that the same person is responsible for al the fires which are under investigation", said Deputy Chief Hawkins. The first fire broke out Monday in an upstairs room of Grove House, an unoccupied therapy workshop in an old farm house on the hospital grounds. Damage was about $5,000, said the depu ty chief. A small fire also occurred during the week, but it was put out by ilospital employees before there was any damage, hie said. Mayor Jim Gartshore said Friday lie had been ini contact with the police and Mr. Ainlay, expressing his concern about the barn fire-, which destroyed the structure in about 90 minutes. "The hospital administra- tor said he has taken positive steps on the matter and assur- ed me (the patient suspected of setting the fires) is under total security", said the mayor. Mayor Gartshore said he will also contact the Miistryý of Health, expressing his con- cern about "generally the total open-door policy of the hospi- tai, which should perhaps have somne rethinking done to it". Mr. Ainlay said that in *recent years ail psycluatric hospitals have had an open- door policy, because of prob- lems of encroachmnft on *human rights. "We try to do our best with it", sa id Mr. Ainlay. "The majoritv of patients are not hiable to be any great danger. The open- door concept is a good one Mr. Ainlay -said it would be up to the police and the crown attorney's office to decide if any charges would be laid in connection with the fire. The money allotted by the province to the Town of Whiitby to cover fire costs at the Wlitby Psychiatric Hospi. taI is nlot enough, says Mayor Jimi Gartshore. The town gets a grant of $50 per bcd each year in lieu of taxes, said Mayor Gartshore, but of a total of $45,000 in grants, the regional police get one third, leaving the to.wn with $30,000 to cover Cire cos ts. Mayor Gartshore reported that rires at the hospital in 1976, including Thursday's bar,, fire, have cost the town $20.000 of that $ 30,000, and not one cent of the grant has From Page 1 J. O. Ruddy Hospital Auxiliary; secretary, Durhiam F iii'e cost grant is not enough says Gartshore ye t. However, he said, the grant is usually paid late in the year. "Ail weget is $30 ,000 said the miayor. "If that land (the hiospital) was private industry, we'd get haif a million dollars ini taxes". "We recognize' there is restraint, but there should be consideration for fire protec- tion over and above $50 per bed. Lt isn't enougli", said the mayor. "We are lining up the costs this year for presen- tation to the province but 1 don't know if we will get an increase in grants".
