Area rejuvenation to be discussed October l9an important day for downtown busmess people By BLAKE PURDY Tuesday, October 19, could be a big day for merchants and professional people who do business out of the down- town area of Whitby. A public meeting is being held to discuss, with interested citizens, the proposal to designate certain lands in the down- tôwn business section as an improvement area. The meeting begins at 7 p.m. in the council chambers of the municipal building, 405 Dundas Street West. Following the meeting, the Downtown Action Committee will recommend to Whitby Council the boundaries of the improvement area. Council will then send out a letter to everyone who pays business taxes within the boundaries. This notice of intention will advise the affected business people of the proposal for rejuvenation, how much it will cost them if the proposal is implemented, and how they can register their objections to the proposal. To defeat the proposal, formal notice of objection from one-third of the affected people and people representing one-third of the total assessment of the affected area is required within two months of circulation of the notice of intention. If the proposal is not defeated, it will be implemented RE E PIRE by a council by-law which, when approved by the Ontario Municipal Board,. will authorize the Town to levy a special rate on properties subject to business assessment within the area. The funds so raised will be used for the promotion of the improvement area and improvement of Town-owned lands within the area. Council, when or after passing the by-law, can set down the maximum budget for the rejuvenation program or, it can leave that decision up to a board of management, made up of representatives of council and the affected area, which is responsible for overseeing the financing of the pro- gram.
