For the first lime, Whitby is acting as hosi to the 23rd annual conference of the Organization of Srnall Urban Municipalities Section of the Association of Municipalities of Ontario. The organization was founded in 1954 as the Town and Village Section of the OMA, one of the founders being Whitby's mayor ai Ihat time, Harry Jermiyn. Whitby's Town Clerk Bill Wallace, and Councillor Joy Thompson, one of the organizaîion's directors, have been working since Noveniber 1975 to , prepare for the conference. As of Thursday, 175 delegates had 'regisiered, but Mr. Wallace expecîs the final nuimber 10 reach 250, plus more than 10O0 spouses. The Organization of Sînal Urban Municipalities repre- sents Ontario municipalities with populations over 50,000. The delegates will have a get-acquainted evening ai Heydenshore Pavillon May 6, and the real business of the convention will begin at 9:30 a.m. sharp May 7 at the same location. The first item on the agenda 15 a workshop on the conference themne, "Public Participai on --The Vocal Minority VS The Silent Majority". Chairman of ibis workshop will be Mayor J. A. Heenan of Cobourg, and participants are Whi-t by's Councillor Thompson, and Ann GolcI of the Ontario Conference on Local Govenment., Following the workshop there will be a bus tour of Whitby's industrial areas and a reception at the Cenhennial Building. At 1: 15 p.m. thiere wil be lte official opening of.the conference at Heydenshore Pavilion, by President H. D. Logan, Mayor of Lindsay, and greetings by Whitby Mayor J im Garishore. This will be followed by ail address by Stephien Lewis, opposition leader and leader of the Ontario New Democratic Party. The afternoon will be taken ut ith a resolutions A. Andrews, an associate professor of science at the University of Toronto, whose topic will be thec environmeni. The proceedings of May 8 will begin with an early bird breakfast ,at Heydenshore Pavilion ai 8 a.mi. with the guest speaker being Robin Jeffrey, former niayor of Belleville. This meeting wiII be followed by a second' resolutions session, and a workshop on small urban tranisit systemns, under the chairmanship of Mayor J. L. Bawêuth of Paris. Participants are Dennis Callan, of the Ministry of Transportation and Communications; Gerald A. Stock, President of Travelways LImîteci; and Counicillor Tim Flynn of Lindsay.- Following the workshop there will be a display of vehicles. .The closing luncheon of the conference ai 1 p.m. at the Iroquois Park Arena will feature an address by Premier Davis. The premier will be provided with a guard of honor by the Ontario Regiment, says Mr. Wallace.
