This week, with your indulgence, 1 would like toconfine my remarks to these two items. Meeting with Town Council On Wednesday, October l6th, at 8:30 p.nl., sorne 150 residents of West Lynde attended a special.meeting with Town Council. Mayor Newman, Councillors Emm and Gartshore, along with various town officiais were available to discuss the particular issues of taxation aiid assessmient. Since assessment is a provincial, rather than municipal con- cern, Mr. Wallace Parnell of the county assessrnent office also attended. Since the meeting was well-covered by reporters from other locally-read newspapers, 1 will deat only in impres- sions~ aindobservations. First, and foremost, it was an cxtrcmnely well-managed meeting. The Council had reccivcd a number of letters of comiplaint prier te the meeting. Tlieir response took the forrn of a discussion paiper, rcad by the Mayor, and dis- tributed at the meeting. l'le paper was aIl-inclusive in that it answered every com-p!aint. liscrvcd, however, to deflate meaningful debate by focuising on certain areais, and provid- ing an answer to these areas. Papers like that need to be distributed beforehanci, thoroughly read, and analyzed if further discussion is to fotlow, Secondly, nothing new was learncd. For example, the Counicil pledged support to the Association in the matter of thc ice rinks in Central Park if the'association provided the manpower. 1 thought that this is what was donc last year, and found wanting because the Town didn't do its part. Thirdly, ini the area of assessment, the audience had a field day with Mr. Parnell. To what end? We kncw before- hand our assessment was being reviewcd. We knew before- hand that the rcvicw was limited te West Lynde. We assumed our assessmcnt wouild bc reduccd. In short a great deal of time was devoted te cevering items discussed at carlier meetings in June and August. I am neither a fan of , nor a practitioner of, citizen poli- tics. 'Having come from Metro, 1 have had my fi of so- called citizen groups that purport te represent the citizenry at large and pressure politicians on popular "people"' issues. My experience is that such groups are couniter-productive, and verY soon become part of the "anti-establishment establishment". Having said this, 1 can only say that Whitby i *s ripe for citizen action. There are issues of legitimate concern eg. taxes, parks, and high risc that require extensive considera- tion by Council, and, if high risc is any example, that consideration will not be forthcoming. The i h Rise Issue (11) As 1 indicated before, Mayor Newman said the high risc was approved, and that was that. For my money, that's not good enougli. Officiai plans can, and have been changed, at great cost te goverfiments, and te individuais. No design or plan is inviolate simply because it has been approved.
