PAGE 4, WEDNESDAY, SEPTEMBER 4, 1974, WHITBY FREE PRESS Autofest'74 What initially started as a modest one-evening Car Show ias very quickly progressed to what, in al honesty, can be described as one of the top Shows in Canada. 1972 was Year One for both the Car Show and Oshawa's Autofest celebrations. Planning for that initial Car Show was done in the three weeks prior to that first eventful Friday evening. That year was a memorable one for many people. First, the car that was undoubtedly the Star of the Show was the General Motors experimental Corvette - the Manta Ray. With this car, one could look at what perhaps might be in store for the future. Also participating in both the Car Show and the Auto- fest parade were four Corvette-Clubs from the Province of Ontario. These Clubs provided 92 Corvettes for the parade and, even more important, a Corvette from each of the body styles used in the production of the General Motors Corvette over the years. The display included one of the original 1953's up to and including a 1972 model. The theme for this particular portion of the Show was entitled - 20 Years of Corvette Evolution. It was felt by many that our first try was a success but a great deal could be done to improve the over-all promo- tion of the Show. To achieve this end, Shell Canada was approached to act as a prime sponsor for our second Car Show. Agreement was reached with Shell Canada, now one of the cornerstone sponsors of the Autofest Autorama. With the additional help availabte from the Shell Sponsorship, the Show was expanded to a two-day event. Following the pattern started the first year, only the finest vehicles available were considered for the Show. THE CORPORATION OF THE TOWN OF WHITBY BY-LAW NUMBER 98-74 BEING A BY-LAW TO AMEND ZONING BY-LAW NUMBER 1784 THE COUNCIL OF THE TOWN OF WHITBY ENACTS AS FOLLOWS: 1. Section 1 of By-law Number 1784 is hereby amended by add- ing the following subsection: (zzb) "Redevelopment" means the removal of buildings or structures on land and the construction or erection of other buildings or structures thereon. 2. By-law Number 1784 is hereby further amended by adding thereto after Section 12 the following section: 12(a)(1) Pursuant to Section 35 (a) of The Planning Act all of the lands referred to in said By-law 1784 are placed under development control and prior to the issuance of a building permit and as a condition of development or redevelopment of any land or build- ings, the property owner shall enter into one or more agreements with the Corporation of the Town of Whitby dealing with the prohibition, regulation, use and maintenance of any or all of thc facilities and matters listed hereunder. (A) Widenings of highways that abut on the land that is being developed or redeveloped. (B) Subject to The Public Transportation and Highway Improvement Act, facilities to pro- vide access to and from the land such as access ramps and curbings including the number, loca- tion and size of such facilities and the direc- tion of traffic.thereon. (C) Off-Street vehicular parking and loading areas and accèss driveways including the surfacing of such areas and driveways. (D) Walkways and all other means of pedestrian access. Our second year featured a large selection of antique cars from the Craven Foundation. There were also a num- ber of antiques from private collections, plus street rods, motorcycles, drag racing cars, road racing cars, and exotic machinery such as a Pantara and a Ferrari. As in every show, there must be a star.....in 1973 we featured a car that you had to see to believe. It was named the "Bathtub Buggy" and featured everything one might find in a bathroom including the main requirement, as well as a tub, vanity mirrôr, tissue dispenser, and even a showerhead. The car was painted in 24 karat gold leaf and, to top it all off, was a working model and to prove it, it was started several times each day. Following our 1973 Show, it was decided to expand again and also add a live Outdoor Show. Suggestions were made as to how things could be improved and the net re- sult of these meetings will be the Show you will see this September 14 and 15. The name has been changed this year to Autofest Autorama and, again, it will be held in the Oshawa Civic Auditorium, Corner Highway 2 and Thorn- ton Road, and will be open to the public from I to 10 p.m. each day. As in the past, there will be a selection of cars this year to tickle the fancy of even the most critical viewer. From Tampa, Florida we will have Don Garlit's rear engine dragster and from Chicago and England there will be Can- Arn and Formula One cars from the UOP shadow teams. The Formula One car can be inspected at close quarters before it runs in the Canadian Grand Prix the following weekend. Show cars from Detroit will include "The Wood Burner" and the "Brinks Express". From Canada we will have the "Dinoland" show car from St. Catharines for the children. Also from the world of Drag Racing we will have the (E) Removal of snow from access ramps, driveways, parking areas and walkways. (F) Grading or change in elevation or contont of the land and the -dispusal~of storm, surface and waste water from the land and from any build- ings or structures thereon. (G) Conveyance to the municipality, without cost, of easements required for the construction, maintenance or improvement of any existing or newly required watercourses, ditches, land drainage works and sanitary sewerage facilities on the land. (H) Floodlighting of the land or of any buildings or structures thereon. (1) , Walls, fences, hedges, trees, shrubs or other suitable groundcover to provide adequate land- scaping of the land or protection to adjoining lands. (J) Vaults, central storage and collection areas and other facilities and enclosures as may be re- quired for the storage of garbage and other waste material. (K) Plans showing the location of all buildings and structures to be erected on the land and the location of the other facilities required by the by-law. (L) Perspective drawings and plans showing build- ing elevations and cross sections of industrial and commercial buildings and residential build- ings containing 25 or more dwelling units. 12(a)(2) The Agreement referred to in subsection (1) shall contain a requirement that the facilities and matters referred to therein be provided and maintained by the owner of the land at his sole risk and expense and to the satisfaction of The Corporation of the Town of Whitby and that in default thereof, the provisions of Section 469 of The Municipal Act shall apply. 12(a)(3) The provisions of subsection (1) shall not apply to any development or redevelopment relating to any of the following structures or buildings: (A) Single family detached dwellings and accessory buildings thereto in any RI, R2 or R3 Zone of By-law 1784. (1) Single family detached dwellings and accessory buildings thereto and any buildings for general agricultural uses in any A or AI Zones of By- law 1784. (C) Any buildings or structures in an MI or M2 Zone of By-law 1784. 3. THIS BY-LAW SHALL TAKE EFFECT ON THE DATE OF PASSING BY COUNCIL SUBJECT TO THE APPROVAL OF THE ONTARIO MUNICIPAL BOARD. So, anyone having spent time at any of the previous shows need not· feel they will be witnessing a repeat performance. This year the ladies need not feel they have been left out. Sears, of the Oshawa Centre, will be putting on a dis- play with two big fashion shows on the main stage each day. Also providing entertainment inside will be the very popular Donevan Collegiate band. The band will have just completed a very busy summer, and will provide two shows each day. There is also a new feature this year for the children..... a model car contest for the show. Children will compete according to age group for prizes of trophies, savings bonds and watches. Also on hand to entertain will be Ronald McDonald. Adding to the much expanded scope of this year's Auto- fest Autorama will be an outstanding outdoor show. Fea- tured in these outdoor acitivities will be a motorcycle jump and trick rider named "The Tuxedo Kid". He'll be per- forming feats on his bike that will leave even the stout at heart a little weak of knee. Carling-O'Keefe will feature their Car Clinic for those interested in the engine department. Also on hand from Carling's will be their famous NASCAR and short track teams to give you the inside story. Other features of the outdoor show will be a series of races by a group of 3/4 midget racers from Buffalo who will be racing for prizes in the Carline Challenge Series and demonstrations of go-karting by a group from the Good- wood track. We are confident that the improvements made in our third year will confirm what we, who are associated with the Autorama now feel, and that is that it is a Show that is rivaled by none. Roger Penske's F-i May Be Top Contender At Mosport Grand Prix A sportsman with world-wide respected expertise in the field of motor racing, Roger Penske seldom gambles. In fact he is a gentleman who plays to win. This is one of the reasons why Penske's recently un- veiled Formula One car just may assume the role of the spoiler when it enters its first competition, the Labatt's 50 Grand Prix of Canada at Mosport Park, September 20, 21 and 22. The Grand Prix circuit will switch from Europe to North America with two of the fifteen races remaining -- the Canadian and U.S. Grands Prix. If Penske, with the capable assistant of test driver Mark Donohue, is able to field a competitive car he could end up playing a part in deciding who will capture the 1974 World Driving Champ- ionship, by placing ahead of some of the front runners.. And there is every reason to believe that Penske's new racer designated the PC-1, will be a strong contender. The car was built at Penske's new facility in England the design developed from conferences between Donohue, Penske and English designer Geoffrey Ferris. Finishing a Grand Prix is usually considered a success for any newly developed G.P. team and winning is the ob- jective but considered rare until the team has matured. Donohue, a former racing standout, has had a full two months of testing in order to put together a team which may be capable of capturing valuable World Championship. points. Donohue who amassed a record of 57 wins before retiring from driving last October which included the Indy 500, the 24 Hours of Daytona, the NASCAR Western -500, three Trans Arn Chamnpionships, two USRRC Champion- ships and one Can Amn Championship, hand'ies the car pre- paration and engineering for the team. Rumors had persisted that Donohue would corne out of retirement to drive the car but these have been denied by both Penske and Donohue. Jochen Mass and Brian Red- mnan are now the latest suspected candidates for this posi- tion. Mass started off the season with the Surtees team but resigned after the German Grand Prix while Brian Redman, who is an internationally experienced English Formula 5000 driver, drove the Penske Porsche in a recent Can Arn raçe. Headed up by two individuals who have been successful in car driving and development this new challenge from the United States will probably be foremnost on the minds of the leaders in the Grand Prix contingent when they head into the final two laps of the G.P. chamnpionship.
