None of those things would have been eco- nomically feasible for the creators, the pro- ducers, the manufacturers to introduce without the impetus and the sales continuity made possible by advertising. Postmaster Generai, Andre Oucilette, was upset and told his colleagues so. "We've banned advertising and we've just thrown away about $50 million in revenues from direct mail," he said. "As a matter of fact, the incongruity of this whole bloodything is that we've been telling Canadians about the $50 million and the jobs it creates in a series of advertisements in Time magazine." Members of the cabinet were subdued - especially when they had to approve an imme- diate increase in postage for first-class mail from eight cents to 12 cenits to cover the deficit. A few agencies weren't particularly bothered by the advertising ban. The account executives quickly went to work for Informa- tion Canada or used car dealers. The agency men leaving the Canadian market was a crush- ing blow to the liquor business. People expected a fantastic drop in prices when advertising stopped. AIl those univer- sity professors keep yelling about the high cost of advertising so who can doubt it. But it turned out that for gasolines when you can- celled aIl the contests, the giveaways and the advertising it came to less than haîf a cent a gallon. The cost of advertising for a can of soup is about one-haif a cent. The cost of ad- vertising a 10 cent bar of Coffee Crisp is 3/l0ths of 1 cent. On detergents - everybody's pet beef - if you took ail the money spent on A the brands and gave it back to people, it would amount to about 50 cents a year per person. Bud Drury, Treasury Board Boss, told the PM that in some communities food prices were actually rising. Without the food ads shouting competitive prices, the supermarket operators could ease the price up a little here and there because people couldn't compare prices in the papers. They formed a ministry of the suppression of advertising. 'The debate began: what is advertising? They had a representation from Health Minister Marc Lalonde. They were ad- vertising that cigarette smoking is harmful to the health. The Ministry ruled that you had to take the bail with the good and cancelled the campaign. St. CatherineStreet in Montreal looked like the parade ground for the Kingston Penitentiary. The debate went' further and got kind of philosophical. The Ministry had soon persuaded itself that self adornment was a kind of self advertising, making yourself look better than you are. The men and women in the rninistry ail changed to package grey uniforms. The wo- men were stopped from using hair sprays, lip- sticks, perfumes, eye shadow, , falsies. (Which are still fairly common around Ottawa.) The men were allowed to shave once a day, but no after shave lotion. Hair dyes for men werc out, thus revealing several youthful looking frauds. Deodorants were eliminated. (Aftèr two days, they were re-instated as a cultural necessity.) Labor Minister John Monro had a liue-up of delegations wa.iting to see him. First came spokesmen for the Papermakers' Union. "Our industry employes and supports the families of about 75,000 Canadians", he said. "We were hurt years ago when TV came on the scene and killed hundreds of newspapers ail over North America - there used to be 10 in New York alone and now there are three. The Telegram was kilied in Toronto, too, and lots of papers died in Britain- papers using our products. Now, you've just about des- troyed our industry and most of our jobs. Lobbyists spoke for 1 0,000 of their col- leagues in the printing and distribution trades and another group stood to speak for somne 19,000 people who were collecting their pink slips from the television and radio industry. There were delegations from the ink m'akers, from the film manufacturers, from the engra- ving industry, from the typesetters and metal shippers and processing tradtes as well as a lady who spoke for a company that makes balloons to self beer.
