Of Irish descent, Porter's parents were Thomas H. Porter and Sarah Louisa Brown. Porter has at least one older brother, John Schuyler (alt. Shiller) Porter (b. 1894/08/11).

Though his name is listed on Ontario birth records as Thomas Brown Porter, the name on his Attestation Paper is Goveneur Thomas Brown Porter. Goveneur Thomas Brown Porter (service no. 745752) enlisted with the 118th Battalion of the Canadian Expeditionary Force on February 22, 1916 in Whitby, Ontario. A farmer by trade, Porter was 18 years old at the time of his enlistment.

From 1925 to the late 1940s, Porter lived in Detroit, Michigan and was employed as a decorator and a salesman.
