13 | W aterloo C hronicle | T hursday,S eptem ber 8,2022 w aterloochronicle.ca NOTICE OF COMPLETION TRILLIUM VALLEY PARK, STORMWATER MANAGEMENT POND 48 - CLEAN-OUT AND RETROFIT THE PROJECT The City of Waterloo has completed a retrofit assessment of Pond 48, which is an online stormwater management facility (pond) located within Trillium Valley Park in the City of Waterloo. Ponds 10 and 28 are offline wet ponds located further upstream. Retrofits at these ponds were considered more consistent with maintenance activities and were completed first, with construction undertaken between January and May of 2021. The works at Pond 48 are more complex and required further study. The preferred solution has been identified as a retrofit wet pond which will be taken offline from the existing creek and combined with an upstream oil/grit separator for pre-treatment. A creek re-alignment is proposed and necessary to support the overall retrofit works. THE PROCESS The project has been planned in accordance with the Municipal Engineers Association (MEA) Municipal Class EA document (October 2000, as amended in 2007 and 2011), which is an approved process under the Ontario Environmental Assessment Act. Ponds 10 and 28 were undertaken as a Schedule 'A+' project, which are pre-approved, and require public notification, which was provided in the notice posted in the Waterloo Chronicle for the Public Information Centre (PIC) on May 8, 2019. Additional notice was provided to local residents via direct mail. Pond 48 has been completed as a Schedule 'B' project, which involves a greater degree of study and public consultation, including the completed PIC to present the project to the public and seek input on the identified preferred solution. PUBLIC REVIEW PERIOD A Project File Report has been prepared, which documents; the planning and design process, how public, regulatory agency and Indigenous Community input was addressed, the evaluation and selection of the preferred solution, along with associated mitigation measures to address impacts, and next steps towards project implementation. The filing of this report completes the planning and conceptual design stage of the project. By way of this notice, the report is placed on record for a 30-day public review period starting on September 8, 2022 and ending on October 8, 2022. The complete report will be posted on the City of Waterloo's website (www.waterloo.ca/en/government/studies.aspx) and hardcopies will be available for review during regular business hours at the following location: Waterloo City Hall 100 Regina Street South Waterloo, Ontario 2nd Floor - Integrated Planning & Public Works Desk Anyone with an interest in this Study is encouraged to review the Project File Report and provide comments to the City of Waterloo during the designated review period. If concerns arise during the 30-day Review Period that cannot be resolved through discussions with the City of Waterloo, a person may request that the Minister of the Ministry of the Environment, Conservation and Parks (MECP) make an order for the project to comply with Section 16 of the Environmental Assessment Act (a Section 16 order). This request must be received by the Minister in writing within the above noted 30-day timeline at the address listed below and copied to the Director of the Environmental Assessments and Permissions Branch of the MECP, and Gavin Vermeer, the City of Waterloo Project Manager. If no request is received, subject to comments, and the receipt of necessary approvals, the City intends to proceed with the project implementation phase.
