And take notice that any person or agency may appeal to the Ontario Land Tribunal in respect of this By-law by filing with the Clerk of the Corporation of the City of Waterloo not later than January 12, 2022, a notice of appeal setting out the objection to the By-law and the reasons in support of the objection, accompanied by a fee of $1,100.00, made payable to the Minister of Finance, as prescribed under the Ontario Land Tribunal Act. If you wish to appeal to the Tribunal, a copy of an appeal form is available from the Ontario Land Tribunal website at https://olt.gov.on.ca/appeals-process/ An explanation of the purpose and effect of the By-law, describing the lands to which the By-law applies is attached. EXPLANATORY NOTE By-law No. 2021-077 amends Zoning Bylaw 2018-050, being a Zoning By-law controlling land use development within the City of Waterloo. The purpose of this By-law is to apply the Uptown Commercial Core (U1) Zone to the Lands in order to permit a mixed use building containing commercial uses and parking spaces on the first storey, structure parking on the second, third and fourth storeys, and dwelling units and amenity space on storeys above the fourth storey. The Lands are to be split zoned U1-20 / U1-81, with a maximum building height of 70m and 22 storeys on the lands zoned U1-81. Site specific regulations pertaining to setbacks, tower separation, stepbacks between storeys, parking dimensions, and commercial and visitor parking rates are applied to the Lands, including a holding (H) symbol requiring removal prior to issuance of a building permit. Waterloo Regional Police initially charged the 31-year-old man with posses- sion of child pornography and making available child pornography in June. An ongoing investigation revealed evi- dence of additional offences involving sev- eral young victims from Canada and the United States. Police said the Kitchener man had been communicating via social media with an- other man who investigators said was re- cording videos of himself sexually assault- ing unknown children. That led to the arrest of a 26-year-old Missouri man, who was charged by the Federal Bureau of Investigation with of- fences relating to the sexual exploitation of three children. Regional police rearrested the Kitche- ner man on Friday; he's now facing addi- tional charges including sexual interfer- ence, distributing child pornography, two counts of luring a person under 18, two counts of making sexually explicit materi- al available to a child, three counts of mak- ing child pornography, and four counts of invitation to sexual touching. The investigation also involved the Ot- tawa Police Service, Lac Seul Police Ser- vice, the F.B.I. and U.S. Department of Homeland Security. Police said the young victims have been identified and are re- ceiving support. THREE SUSPECTED OPIOID OVERDOSE DEATHS REPORTED SATURDAY NIGHT Three people died Saturday evening in separate suspected opioid overdoses. Waterloo Regional Police said the vic- tims are: • a 50-year-old male found dead in Kitch- ener; • a 19-year-old female found at a resi- dence and taken to Cambridge Memorial Hospital where she was pronounced dead; • a 21-year-old female found at a Kitche- ner residence.
