N., 192-218 ERB STREET WEST, AND 9 AND 15 DIETZ AVENUE NORTH, UPTOWN, WARD 7 TAKE NOTICE that the Council of The Corporation of the City of Waterloo will hold an electronic Formal Public Meeting on Monday, November 2, 2020, during the electronic Council Meeting, to consider the above noted application to amend the Official Plan and Zoning By-law 2018-050 pursuant to Sections 22 and 34 of the Planning Act. The applicant is proposing to amend the City's Official Plan to re-designate a portion of the lands from Mixed-Use Medium High Density Residential to Mixed-Use Community Commercial, with specific provision area policies. The applicant is also proposing to amend Zoning By-law No. 2018-050 to rezone a portion of the lands from Residential Mixed-Use (RMU-40) to Mixed-Use Community Commercial (C1-40), with site specific provisions to permit an increase in building height (through height bonusing), a reduction in the parking rates, and to establish other regulations tailored to the development. The subject lands contain a mixture of commercial uses in a plaza format (Westmount Plaza), a multi-storey office building, two small apartment buildings, and several vacant lots which previously contained residential dwelling units. The purpose of the requested amendments is to permit a multi-phased, mixed-use development consisting of: an 11 storey building with a 3.5 storey parking structure, a mixed use building with two towers (11 storeys and 18 storeys), a second mixed use building with two towers (16 storeys and 18 storeys), a 25 storey mixed-use building, a 6 storey mixed-use building, and the creation of an internal private street. The existing 5 storey office building (Sunlife) and commercial plaza is proposed to be retained. This meeting shall constitute the formal public meeting required under Sections 22 and 34 of The Planning Act, R.S.O., 1990, as amended. It is expected that Council will decide whether the application should be approved, denied or amended. Council may also impose a Holding provision on all or part of the project lands. A copy of the staff report will be available prior to the Public Meeting on the City's website. If Council approves the application, a by-law to adopt the Official Plan Amendment and to amend the Zoning By-law will be passed.
