EXPLANATORY NOTE By-law No. 2020-050 amends Zoning Bylaw 2018-050, being a Zoning By-law controlling land use development within the City of Waterloo. The purpose of this By-law is to establish temporary zoning permissions pursuant to Section 39 of the Planning Act, R.S.O. 1990 c.P.23, more specifically: 1. to allow off-street parking areas, loading spaces, and other spaces on private and public property to be temporarily used for commercial and cultural purposes; 2. to temporarily allow outdoor display areas in any yard, notwithstanding Section 3.P.1.4 of By-law 2018-050; 3. to allow patios and outdoor display areas to temporarily obstruct and/or eliminate a parking space and/or loading space, notwithstanding Section 3.P.2.3 of By-law 2018-050; and 4. to provide a temporary exemption to Section 3.P.2.2 of By-law 2018-050, to allow temporary patios in yards abutting a Low Rise Residential Area. By-law 2020-050 is effective until December 31, 2020. Notwithstanding the foregoing, the temporary use zoning within By-law 2020-050 may be revoked prior to December 31, 2020 by City by-law in relation to one or more properties and/or uses. Rezone 164 and 168 King Street South from "Zone Change Application" (ZC) to "Uptown Mixed-Use-30" (U2-30) with site specific provisions. 2. Rezone 8 George Street from "Zone Change Application" (ZC) to "Uptown Mixed-Use-10" (U2-10) with site specific provisions. 3. Apply the zoning prefix "Floodplain" (F) to 8 George Street. 4. Establish site specific provisions on the Lands related to building height, reduced street line setbacks, reduced landscape buffer, reduced commercial parking rate, reduced podium height, reduced tower step back above the podium and an alternative parking configuration. By-law No. 2020-046 amends Zoning Bylaw 2018-050, being a Zoning By-law controlling land use development within the City of Waterloo. The purpose of this By-law is to add the Holding (H) provision to the lands known municipally as 164, 168 King Street South and 8 George Street, and restrict development until applicant submits scoped Hydrogeological Study.
