The purpose of this By-law is to rezone the "Subject Property" on the attached KEY MAP from Zone Change Application (ZC), Convenience Commercial (C3- 10) and Future Determination (FD) to Business Employment One (E1-27) with site specific provisions, Convenience Commercial (C3-20) with site specific provisions and Parks & Recreation (OS1). The intent of the amendment is to facilitate the development of an employment business park to contain lands for employment, commercial, open space (e.g.,Wilmot Line buffer), walkways and new public streets. Olga Smith, City Clerk, City of Waterloo EXPLANATORY NOTE Application in Conjunction: Zone Change Application Z-18-17 & Draft Plan of Subdivision 30T-18401 The purpose of Proposed Amendment No.24 to the Official Plan for the City ofWaterloo Planning Area is to: • Re-designate a portion of the lands from "Open Space" to "Employment" on Schedule 'A' (Land Use Plan) and "Business Employment" on Schedule A2 (Employment Areas), • Re-designate a portion of the lands from "Convenience Commercial" on Schedule 'A1' (Commercial Land Uses) to "Business Employment" on Schedule A2 (Employment Areas), • Re-designate a portion of the lands from "Business Employment" on Schedule A2 (Employment Areas) to "Convenience Commercial" on Schedule 'A1' (Commercial Land Uses), • Remove the "Natural System" designation from Schedule 'A3' (Open Space Land Uses) on a portion of the lands, • Remove the "Supporting Natural Features" designation from Schedule 'A4' (Natural System) on a portion of the lands, • Designate a portion of the lands "Medium Density Employment, 27 metres" on Schedule 'B1' (Height and Density), • Designate a portion of the lands "Medium Density, 20 metres" on Schedule 'B1' (Height and Density), • Modify the limits of SPA 43 on Schedule A6 (Specific Provision Areas) to include the whole of the lands, • Delete Section 11.1.43 (Specific Provision Area 43) of the Official Plan in its entirety and insert new site specific policies. The intent of the Amendment is to maintain the Business Employment designation over the subject lands with additional flexibility in the uses contemplated through the Business Employment designation. The intent of the Amendment is also to relocate a Convenience Commercial Block along Columbia Street as permitted through SPA 43 and apply site specific policies. The lands are proposed as an employment business park to contain a range of business employment uses, a commercial block, open space lands (e.g.,Wilmot Line buffer), and walkways.
