Local police are using stun guns more often than any other weapon when stopping someone who is being combative. That is good news, police board members were told at a board meeting last week. The stun gun is seen as a use of force weapon that is part of police "de-escala- tion techniques" to calm down situations. Insp. Jen Davis said with officers using stun guns more often there is less re- ported incidents of guns be- ing used. "It makes sense," said Davis, referring to the offi- cer pointing a stun gun and being able to be at a safe dis- tance away of up to 25 feet (7.5 metres). "Time and distance is created," she told the board. In 2019, officers reported using stun guns 101 times. More than half of the re- ports showed the stun gun was pointed at someone. The probes were dis- charged one third of the time. Locally, officers have been using stun guns for at least six years. In 2019, officers pointed handguns 40 times. None were discharged. Davis said of the more than 300,000 police occur- rences, officers made about 16,000 arrests and filed 253 use of force reports. Police Chief Bryan Lar- kin said a use of force tech- nique was used in one in ev- ery 69 arrests. "I'm pleased with those results. We are investing in de-escalation training," he said. Most calls involving some use of force technique were offensive weapons calls, mental health issues or domestic disputes. In 2019, police reported 30 complaints to the chief. Eight of them had merit, six were unsubstantiated and 16 remain under inves- tigation, Davis said. Public complaints that are reviewed by the Office of the Independent Police Review Director amounted to 90 in 2019. There were 127 similar complaints in 2018. Of the 90 complaints, 40 were screened out. Of the remaining 50 public com- plaints, 35 which were re- lated to police conduct, nine are still under investi- gation.
