EXPLANATORY NOTE Application in Conjunction: Proposed Official Plan Amendment No. 20 By-law No. 2018-050, being a new comprehensive zoning by-law for the City of Waterloo, was passed on September 10, 2018 and subsequently appealed to the Local Planning Appeals Tribunal. Until a decision on the appeals has been made by the Tribunal, the City's previous Zoning By-law (No. 1418) remains in effect. Under these circumstances, two site specific by-laws are required to implement Zoning By-law Amendment Z-18-04 affecting 40 Blue Springs Drive (the "Subject Property"): By-law No. 2019-029 amends Zoning Bylaw 2018-050, being a Zoning By-law controlling land use development within the City of Waterloo. The purpose of this By-law is to rezone the Subject Property from Zone Change Application (ZC) to Residential Mixed-Use Sixty (RMU-60) with site specific provisions. By-law No. 2019-028 amends Zoning Bylaw 1418, being a Zoning By-law controlling land use development within the City of Waterloo. The purpose of this By-law is to rezone the Subject Property from Green (G) to Multiple Residence Twenty-Five (MR-25) with site specific provisions. The intent of the amendment is to facilitate the development of a 15 storey apartment building with specific regulations to control the massing of the building, location on the property, and density.
