The city was flooded with noise complaints about the festival in 2017, but those complaints dropped from about 130 to just six in 2018, af- ter festival organizers installed a new sound system meant to contain the noise to the Bingemans site. City officials also placed tighter restrictions on noise levels in 2018, lowering the maximum noise levels in residential areas from 65 decibels to 55, and verified the noise with sound checks in surrounding neigh- bourhoods. Bylaw officials are rec- ommending the maximum noise level be capped at 55 decibels again this year. The electronic dance music festi- val could draw about 30,000 people each day, says organizer Rob Mat- tacchione of Beyond Oz Produc- tions. This year, it runs from June 6 to 9 at Bingemans. Organizers are asking the city for permission to run the festival for an extra day, beginning on Thurs- day from 6 to 11 p.m. As well, the fes- tival wants to run until 11 p.m. on Sunday, but bylaw officials are rec- ommending things wrap up at 9 p.m. on Sunday, as they did in 2018. The final decision as to how late the fes- tival closes will be up to city council. In past years, the vast majority of noise complaints came in on Sun- day evening. Gloria MacNeil, the city's direc- tor of bylaw enforcement, said she doesn't anticipate that the Thurs- day concert will pose noise prob- lems, even though it's on a week- night. "It's on a smaller stage, on the amphitheatre," she said. As well, the Thursday show will feature smaller acts, which tend to use smaller sound systems and less bass, she said. This year, the festival will fea- ture a "silent concert club," where concertgoers listen to music through headphones, without any noise being emitted. The silent con- certs will run during the day and last until 1 a.m., two hours after the rest of the concert shuts down. City councillors will consider the noise restrictions and decide at what time the festival should end at a committee meeting on March 18.
