Waterloo's Winterloo, which officially kicks off Friday eve- ning, will be taking place about a month earlier than usual, and the program is evolving to overcome the thaws and wild weather expe- rienced the past two years. "Last year it was just warm. We had no snow and plus-15 the whole time," said Josh Bean, the city's festival and events special- ist. "The year before we had it - it was kinda fun - double-digit mi- nus temperatures and double- digit plus temperatures. We had rain, we had snow, we had hail, we had lightning and we had thunder - basically every form of weather you could possibly have, we had."
