Approved by the CFO of the Waterloo Ontario PC Association NOTICE OF A FORMAL PUBLIC MEETING OFFICIAL PLAN AMENDMENT NO. 18 & ZONING BY-LAW AMENDMENT APPLICATION Z-18-02 CANADA POST CORPORATION 70 KING STREET NORTH, UPTOWN - WARD 7 Take notice that the Council of The Corporation of the City of Waterloo will hold a Formal Public Meeting on Monday, June 25, 2018, at a time to be determined, in the Council Chambers, 3rd Floor,Waterloo City Centre, 100 Regina Street South,Waterloo, to consider the above noted application to amend the Official Plan and Zoning By-law pursuant to Sections 22 and 34 of the Planning Act. The Applicant is proposing to construct a mixed-use building consisting of a 4 to 6 storey podium with 325 sq. m. of ground floor commercial space, 3692 sq. m. of non-residential space, and 308 parking spaces (above and below ground). A 7 storey tower facing King St and an 18 storey tower facing Regina St are proposed atop of the podium, for total tower heights of 11 storeys (45.65m) and 24 storeys (79.25m) respectively. The towers will contain 321 residential units (367 bedrooms). To facilitate this development, the Applicant is proposing to amend the City's Official Plan to permit an increase in the building height within the "Main Street" designation (along King Street) to 46 m. The Applicant is also proposing to amend the City's Zoning By-law No. 1108 by adding site-specific provisions to the existing Commercial Eight-25 (C8-25) zone to increase the height and density, and reduce the parking requirements. This meeting shall constitute the formal public meeting required under Sections 22 and 34 of The Planning Act, R.S.O., 1990, as amended. It is expected that Council will decide whether the application should be approved, denied or amended. A copy of the staff report will be available prior to the Public Meeting. If Council approves the application, a by-law to adopt the Official Plan Amendment and to amend the Zoning By-law will be passed. So flank steak has become the dinner of choice. It is easy to grill, its flavour can be boosted with a quick mari- nade or rub and it's very ver- satile. It can be served up with roasted vegetables, rolled up in a tortilla or picked up in a lettuce wrap. And if you are lucky enough to have left- overs, it makes delicious sand- wiches. Today's recipe for flank steak is one we make regular- ly in our classes. A bright, fresh chimichurri sauce is served alongside the steak. Chimichurri is an Argentin- ean green salsa made with lots of garlic, fresh herbs, olive oil and vinegar. This entire meal is easy enough for a beginner but worthy of a barbecue ex- pert. Method Marinade: Combine all marinade ingredients in a blender or food processor and purée until smooth. You will use half for steak and half for potatoes. Steak: Place flank steak in alarge glass baking dish. Pour 1/2 reserved marinade onto steak and turn to coat com- pletely. Cover with plastic wrap and marinate for two to 12 hours. Let steak rest at room temperature for 30 min- utes before grilling. Potatoes: Place potatoes in a large pot, cover with two- inches of water and season with salt. Bring to a boil then immediately reduce heat to simmer and cook potatoes un- til tender, about 10 minutes. Drain and arrange on a rimmed baking sheet to cool slightly. Once cool, slice pota- toes in half lengthwise and combine with the remaining marinade and toss to coat evenly. Season with salt and pepper; set aside at room tem- perature. Chimichurri sauce: In blender or food processor combine parsley, garlic, salt, pepper, red pepper flakes, oregano, shallots, oil, vinegar and lemon juice. Set aside. Preheat grill or grill pan over high heat. Place the steak directly over a hot grill. Grill approximately three minutes per side until nice char marks are achieved and a crust is forming. Move steak to a cooler zone on the grill for indirect grilling for approximately three minutes or until meat thermometer reads 130° F. Place meat on platter and tent with tin foil. Allow meat to rest for at least five minutes before carving. Place potatoes on grill, cut side down. Cook three to four min- utes until grill marks are achieved, then flip and cook two to three minutes until hot To serve: Thinly slice meat against the grain and ar- range on a warm platter. Sea salt and freshly ground black pepper Steak: . 1 1/2 lb. flank steak, resting at room temperature . 1 1/2 lb. fingerling potatoes, scrubbed . Vegetable oil, for grilling Chimichurri Sauce: . 1 cup lightly packed parsley (ideally, flat leaf Italian parsley), finely chopped . 3 to 5 cloves garlic . 1 tsp. kosher salt . 1/2 tsp. each black pepper and red pepper chili flakes . 2 tbsp. fresh oregano leaves . 2 tbsp. shallot or onion . 3/4 cup vegetable or olive oil . 3 tbsp. sherry wine vinegar or red wine vinegar . 3 tbsp. lemon juice
