We were doing a curbside pick-up in Uptown Waterloo when we saw the long line to get into the LCBO. The LCBO was considered an essential business but had capacity limits because of COVID-19. At this point, masks weren't required by by-law, so a lot of people in the photo aren't wearing masks. - Date of Original
