Melissa Dur- rell asked city manager Ryan Mounsey at a recent committee meeting. "To be direct, yes," he said. At Waterloo council May 29, councillors will vote on patio guidelines to allow restaurants to extend onto public sidewalks, up to the roadway, as long as they secure a licence through the city. Previously, uptown's bylaw was silent on outdoor patios, although businesses were creating informal versions on private property. "We hope to have business- es lined up on May 29 for patio licences," Mounsey said. If all goes to plan, businesses will apply to the city regardless of whether they're located on a regional or city road. At a region- al committee meeting May 16, councillors voted to allow area municipalities to administer patio licences on regional roads. � e � nal vote will take place at council on May 24. "� ere's an increasing desire to create vibrant communi- ties and it's been identi� ed we need to enhance our urban cores through placemaking," said Steve van De Keere, region transportation director. "One way to do that is with patios." He said the region and municipalities of Kitchener and Waterloo have collaborated on the agreement to strike a bal- ance between encouraging pati- os and ensuring adequate space and safety for pedestrians, patio patrons, and owners. Pathways between businesses and pati- os would have to be 1.8 metres wide, or could be reduced to 1.2 m on a case-by-case basis. "We want to provide better customer service for business owners," Van De Keere said. "Through the agreement, they would only have to approach their municipality to apply for a patio and there would be consis- tency in the application of these patios." Businesses' interest in patios has peaked with the widening of sidewalks on streets like King and Duke. "� e whole LRT proj- ect has been, in part, to provide this animation," said Coun. Tom Galloway. Waterloo is envisioning four of its streets as patio hubs -- King Street, Willis Way, Erb Street, and Regina Street. � e 2017 master agreement would only be temporary. In 2018, sta� would review it once the LRT is up and running to make sure patios aren't too close to overhead wires and tracks. Presently, other munici- palities in the region don't have patio guidelines or practices in place to administer patio per- mits. The region is encourag- ing them to develop them and enter into similar master plans as Kitchener and Waterloo. "We all know the impor- tant role patios play in animat- ing downtowns and uptown," said Kitchener Mayor Berry Vrbanovic. "I think in other cit- ies, they're often the thing that stands out and thing that ani- mates the street." He asked sta� to release the 2018 updates as soon as pos- sible. Galloway agreed. "� e sooner we can get these permanent conditions in place for business owners, the better," he said, noting they'll soon be needing to make purchases for their patios. In Waterloo, Coun. Mark Whaley asked sta� when stores, along with restaurants, will be allowed to set up. "This proj- ect is our first baby step," said Mounsey. "Shortly after it's put in place, we'll broaden it to other opportunities."
