Planned for land already owned by the Region of Waterloo, at 1001 Erb's Rd., the building will cost $18 mil- lion and is projected to be complete in about two years. "We do prefer to locate on lands we already own for cost and time reasons," said Kari Feldmann, senior project manager, to regional commit- tee May 16. "Procuring land would take one to two years, and there's some urgency for indoor ambulance storage." The land is large enough to accommodate a new Para- medic Services Headquarters and Fleet Centre, including a facility of about 43,000 square feet and a garage of 23,000 sq. ft. Headquarters wi l l be beside the site's existing W a t e r l o o R e g i o n E m e r - gency Services Training and Research Complex and the two facilities can share train- ing and meeting space. C o u n . T o m G a l l o w a y asked Paramedic Services Chief Stephen Van Valken- burg what will become of the current facility at 120 Maple Grove Road in Cambridge. "When the new facility and garage is built, we will have north and south divisions," said Van Valkenburg. "We have between now and September 2019 to fig- ure out what these divisions will look like and how we can repurpose the location on Maple Grove." The facility on Maple Grove is overcrowded and Paramedic Services is expect- ing to grow in the next 15 years -- growth which 1001 Erb's Rd. is expected to acco- modate. An expansion at Maple Grove wasn't possible. "We did a feasibility study and the location is very constrained, with nearby wetlands and Grand River Conservation Area zones, said Feldmann. Staff also considered other region-owned lands on West Hill Drive, Beachwood Drive, Dutton Drive and Northfield Drive. None of these sites passed the criteria. 1001 Erb's Rd., on the other hand, meets all of Para- medic Services' needs and is adjacent to a waste manage- ment site, includes fuelling and maintenance facilities. Although ambulance mainte- nance will continue at Maple Grove, quick service can be done at the landfill workshop. If approved by coun- cil next week, the region's budget will be $3 million in 2017, $12 million in 2018 and $3 million in 2019 from the Paramedic Services Capital Budget and Forecast. At that meeting, council will have the opportunity to award the project to a design consultant. Expected development charges of $3 million and property taxes of $14 million will be debt financed over 20 years, said the staff report. An environmental assess- ment is not required, but the region will seek feedback from the public to identify possible issues and address concerns.
