North of Erb, there's a shortage of permanent park- ing, said a staff report pre- sented to council on april 24. uptown has more than 2,000 off-street parking spaces, but only 20 per cent are north of Erb. Meanwhile, a third of the $45 million in multi-unit residential construction and $16 million in non-residen- tial construction uptown has experienced since 2012 has taken place north of Erb. Council voted unanimous- ly to move forward with plans for a structured parking facil- ity that would add 100 to 200 spaces. it could be located on the city-owned lot at the cor- ner of Bridgeport road and regina street, or on a private- ly-owned site. "i think this is a great stra- tegic move for us, to partner with other developers build- ing in the area," said Coun. Melissa durrell. "it's a wise move for our bank here at the city, as well as to create more parking north of Erb, which is obviously much needed." right now, some smaller uptown businesses in that area can't expand because of limited on-site parking. if the parking facility was built, these businesses could enter long-term parking agree- ments with the city. The parking facility could also free up the city's existing surface parking lots, which would then be redeveloped. staff will determine how much the parking facility will cost once submissions are received through a request for proposals. The city is recommending the parking facility provide a combination of paid hourly parking (about $3.25 an hour) and permit parking ($146 a month). Because building the parking facility will be costly, free parking is not a viable option, the report said. The need for more parking has been identified in many studies including the parking utilization study and uptown vision 2025 report. Other parking projects to be considered in the future include single level parking decks over the dupont lot and Waterloo town square north lot, and parking garages on the Waterloo town square south lot and city hall park- ing lot. at the same meeting, council approved a parking exemption for a business at the corner of Erb and regina streets. To make room for a building expansion and rede- velopment of four proper- ties, 185 square metres of the business's parking lot can be replaced. The business will have 41 parking spaces instead of the current 47. "i found this was inter- esting, looking at these two reports," said Coun. angela Vieth.
