AND TAKE NOTICE that any person or agency may appeal to the Ontario Municipal Board in respect of the by-law by filing with the Clerk of the Corporation of the City of Waterloo not later than the 7th day of April, 2017, a notice of appeal setting out the objection to the by-law and the reasons in support of the objection, accompanied by a fee of $300.00, made payable to the Minister of Finance, as prescribed under the Ontario Municipal Board Act. EXPLANATORY NOTE By-law No.2017-012 establishes and declares an interim control area in the area identified on Schedule"A" to the by-law.The purpose of the by-law is to prohibit the subdividing of land and any planning applications that would facilitate the subdividing of land for the period that the area is under interim control. By-law 2017-012 is in force and effect for a period of one year from the date of passage. Waterloo City Council has the authority to extend the period, during which the by-law will be in force and effect, for one additional year. Although our economy has strengthened over the past few months, and moderate growth is expected to continue, the bank has opted to keep its benchmark interest rate low. Interest rates have a wide impact on the economy and a direct impact on your invest- ments -- and on your invest- ment choices. Lowering and low interest rates Make it possible to borrow money at extremely attractive interest rates with the federal monetary objective of stimu- lating the economy by making more money easily available for purchases and investing. Means money in savings accounts earns very low inter- est, which motivates investors to look elsewhere for better returns. Make conservative income- producing securities -- Guar- anteed Investment Certifi cates and direct investment in bonds -- more attractive because the rate of interest may be higher and is locked-in for the duration of the investment. Rising and higher interest rates Generally reduces the amount of money in circulation which helps to keep inflation low. Make borrowing money more expensive and thus increases expenses for com- panies, which can lower stock prices (although interest rates are just one of many interrelat- ed factors that aff ect stock valu- ations) and for consumers who are spending more to service debt. Conservative income-pro- ducing securities with locked- in interest rates lose value. Although as fixed-rate invest- ments mature, the proceeds can be reinvested at higher rates and higher bond rates tend to sway investors toward bonds (and other "low-risk" invest- ments) and away from stocks. It's inevitable: interest rates will rise and fall, markets will experience periods of volatil- ity, the economy will grow and contract.
