Cyrus Taylor was born in England and came with his parents to Listowel. He became a school teacher and was later hired for a position in Waterloo’s Central School. But he left this profession to become a clerk in the store operated by John Shuh. In 1861 he opened an office selling fire insurance that was then mainly available from British companies. The idea of a local mutual fire insurance company was discussed with a number of influential citizens, Jeremiah Hughes providing pertinent ideas about the way such a company should operate. With Cyrus Taylor getting the support from local business, the Waterloo County Mutual Fire Insurance Company was formed in 1863. Taylor was first named Treasurer but soon became manager of the company. When he died in 1899, Frank Haight became manager. He supervised the bldg in 1888.

In 1868 along with Jeremiah Hughes, C.M. Taylor promoted the idea of a life assurance company on the same ideas as the Fire Ins Co they had begun earlier. Taylor did most of the work necessary for incorporation and in 1868 the Ontario Mutual Life Assurance Company was incorporated. Taylor was known as the “Father of Insurance” in this area.
