"For many years the fiscal environment was such that programs were being downloaded on to the municipal tax base. "It was refreshing to see some money come back from the province to help offset some of our expenditures particuâ€" larly in transit, child care and in ambuâ€" lance services. It had a positive impact on our budget and assisted in keeping that tax rate to a minimum." Waterloo Coun. Jane Mitchell said that the region was also able to expand the budget in some important areas including more support for homelessâ€" ness initiatives and affordable housing, as well as expansion of the green bin program. â€" "The community outreach program was enhanced and will help areas like Sunnydale Place," said Mitchell. "We don‘t think of it but there are some poor areas in Waterloo, and hopefully we can offer them some community outreach." The region will also look into funding for projects like Supportive Housing of Waterloo, which hopes to provide transiâ€" tional housing in the city to get people off the streets. "We have some initiatives for social housing and hopefully we‘ll be able to get some funding for the initiative (SHOW) in Waterloo," said Mitchell. "I think we struck a good balance while keeping the tax increase down."
