But since assuming office last November she's been privy to more information regarding the Vista Hills subdivision and two neighbouring developments slated to be built on the Waterloo moraine. And she's changed her mind about the development after some of her own misconceptions have been cleared up regarding the environmental impact it could have on local groundwater. Halloran and the rest of regional council accepted the report last Wednesday, not putting it to a vote that would usurp the planning commissioner's power to approve the development.
