Following retirement, Basse continued in public service as a member of the Ontario Parole Board, a position he held for nearly eight years. He was a mem- ber of the Kitchener-Con. Basse was born Oct. 29. 1932 in Kelstern, Sask. He came to Kitchener in 1951 and joined the City of Waterloo police department two years later. During his tenure, Basse served as president of both the Canadian Association of Chiefs of Police, and the Ontario Association of Chiefs of Police. He was chairman ot the Criminal Intelligence Service of Ontario for five years. and served as a member of the original Race Relations Cen- tre in Ottawa. Former Waterloo region- al police chief Harold Basse died Saturday at the age of 70. He is survived by his wife Mary. three children and three step-children. He worked his way up through the ranks and in 1965 became the youngest ever chief of police in Cana- da. When municipal forces were combined in 1973, Basse was appointed to the rank of deputy-chief of the newly formed Waterloo regional police service. He then became chief of the regional police service in 1979 and held that position until his retirement Sept. 30, 1992. Basse was one of the longest serving chiefs in Canada.
