Jane Mitchell, who voted against the proposal along with Waterloo _ Mayor Lynne Woolstencroft, said she was also concerned about the lack of alternative transâ€" portation options provided by the province. And in terms of smart growth, he thinks the conâ€" trolledâ€"access road will be an effective barrier line to sprawl. "It will draw an effective barrier line along Highway 7 much more firmly than a widened Highway 7 would do," said Seiling. "I think it will helps us create a greenâ€" belt approach to the westâ€" side of Highway 7. With regional approval in place, opponents of the plan are still hoping to overturn it in the environmental approval process, â€" and are holding Environment Minister Elizabeth Witmer to a commitment she made to widening the existing road versus building a new limitâ€" ed access highway. But Witmer thinks the new plan has tried to be responsive to the environâ€" mental concerns the provinâ€" cial government has heard. It serves as an effective comâ€" promise between the comâ€" peting interest of economic development and the enviâ€" ronment, she said. "It does," said Witmer, when asked if the plan takes into account some of the environmental _ concerns raised about the project. "I think it was very important that the {Ministry of Transportation}) has taken the time to address the enviâ€" ronmental concerns," she said, cognizant that the proâ€" posal still waits for final Ministry of the Environment approval.
