That means prime time ice rental at a facility like the Waterloo Recreation Complex will go from $135 per hour to $139 per hour. That would generate an extra $86,140 in fees from city facilities over the next year . m. A: a“, "w. But cognizant of the impact it would have on cer- tain minor sports groups. the city has also increased its facility rental discount from 40 per cent to 45 per cent. "All groups in category one, which are basically all the youth programs and older adults, when they book our facilities they receive a facility discount," said Brian Detzler. Waterloo's director of Recreation and Leisure ser- vices. "Our overall user fee schedule will see a three per cent increase. and our dis- count being offered to our affiliated groups will now be 45 per cent. "What this means to existing affiliated groups is that in essence they will pay five to six per cent less than they have been paying." That means the net cost of an affiliated group to rent prime ice time at the Waterloo Recreation Complex would be $81. a 5.6 per cent discount before the GST is added in. Shane Zufbrigg The net impact to the will be another $25,524 in rev- enue after the adjustments take effect. The increase and facility rental discount would only affect agree- ments signed after lune l, for dates in 2001 calendar year and beyond. ,- M er - _L_ "-, - '" i’ 1 "So in effect the three per cent increase won't affect them in their pocket book." said Dealer. "As a matter of fact with the change in the discount, it's a net benefit to them." The only groups that will be hit with the full brunt of the increase will be users that tall outside of the city's group one category amlia- tion. That includes a lot of adult leagues and special events planned at city facili» ties. "What this means to existing affili- ated groups is that in essence they will pay Jive to six per cent less than they have been paying." "Adult user groups and those types of groups will be affected by the three per cent increase," said Detzlen The city user fees for its outdoor facilities haven't increased in the last five years, except for ice pads, so the city was looking at an inflationary increase to help offset some of the rising costs of maintaining and running some of its sports fields and parks. "Whether it be from utili. ty charges. supplies, etc... all of those costs have been hit by inflationary increases," said Detzler. "They certainly were looking for form of relief in their expenses," said Detzier. "We listened to that and pm forth this proposal to offer some relief in facility net charges to them." _ V . -ic.,t, “we,“ .- -v'"" The city is also establish- ing a pricing review commit- tee made up of communiw representatives and city staff that will research and make recommendations regarding user rates. "We want to involve the community in looking at all of our fees and charges again," said Dealer. The city has also worked out a compromise on a can tenuous issue involving its cancellation policy The city wanted groups that book a facility to give staff a 30-day notice if they decide to cancel bookings or be on the hook for the rental charges. --- ~a2d “mow. Minor sports group said the cancellation notice was unworkable considering how many out of town teams come to the city to take part in events. Local groups would have no way to recoup the costs if those teams cancelled a game. "We heard their com- ments about the 30-day can- cellation notice," said Detzler. "What we've done is give each group six non-charge cancellations for circum- stances like that. "So ifa group from out of town is unable m make it, the local group wonl be penalized rmancialiy."
